Selangor assembly refers Port Klang rep to rights panel

SHAH ALAM, April 1 — The Selangor State Assembly today adopted a motion to refer Port Klang assemblyman Badrul Hisham Abdullah to the House Rights and Privileges Committee for allegedly insulting the assembly.

It also referred Badrul Hisham’s lawyer Datuk Mohd Hafarizam Harun to the committee on the same charge.

The motion was tabled by Mentri Besar Tan Sri Abdul Khalid Ibrahim and seconded by Welfare, Women's Affairs, Science, Technology and Innovation Committee chairman Rodziah Ismail.

In tabling the motion, Khalid said Badrul Hisham(picture) and his lawyer had insulted the House by sending a letter, dated March 29, to Speaker Datuk Teng Chang Khim which was allegedly "obscene, rude and threatening."

The letter was handed to Teng’s lawyer Tommy Thomas. In part it read: "We have our client's strict instruction that the cost of RM40,000 is to be paid to the Plaintiff (Badrul Hisham) and/or us as Solicitors for the Plaintiff within seven days from this letter.

"We also have our client's strict instruction to proceed with the Bankruptcy Proceeding against your client for the failure to comply with the order dated 18th February 2011 which was served on you 22nd March 2011."

Badrul Hisham and Hafarizam would be subjected to a closed-door hearing, but the date had yet to be set, said Deputy Speaker Haniza Talhah.

The hearing would be chaired by M. Manoharan (DAP-Kota Alam Shah) in place of Teng who is chairman of the Rights and Privileges Committee, she said.

Badrul Hisham told reporters later that he would attend the hearing to find out what his offence was.

The RM40,000 was what the Shah Alam High Court had ordered the Speaker to pay in a February 18 judgment in chambers after hearing an originating summons filed by Badrul Hisham against Teng for declaring his (Badrul Hisham's) seat vacant on January 16.

Teng had declared the seat vacant after finding that Badrul Hisham had failed to attend the state assembly meetings for six months without a reasonable excuse.

Khalid told reporters after the assembly sitting that the state government would pay the RM40,000 to the court and not to Badrul Hisham.

Teng insisted that he need not pay the sum until the legal process was completed as he had filed an appeal to the Court of Appeal. - Malaysian Insider
