No duplication in electoral roll

PETALING JAYA - Records of military and police personnel holding two identity cards are constantly updated in the electoral roll to ensure they are not registered twice.

The National Registration Department has been giving the Election Commission (EC) details of security personnel who have their own civilian identity cards and the ones issued by the armed forces and police to ensure they are not registered twice in the roll.

This was the Government's feedback to Suhakam's Annual Report 2010.

The human rights organisation recommended that the EC update its list of voters consistently through a good co-operation between relevant agencies, including armed forces, to ensure names do not appear more than once.

“To avoid duplication of names as an ordinary voter and an absent voter, NRD has informed the EC of information of all armed forces and police personnel who have citizen identity cards and this is channelled directly to enable EC to clean the electoral roll,” said the report.

The report also added that the EC would only delete names of voters who have been verified as dead or stripped of their citizenship based on valid information.

“Without those information, the names will remain in the electoral roll as it is their right as registered citizens,” said the report.

The Government added that the police and armed forces had been supplying information of retired officers or those who died from time to time.

On the recommendation to review postal votes, the Government said military and police personnel registered as absent voters would be registered at the location where they were posted.

“Therefore, they will vote at the post where they are stationed if an election is called,” said the report.

On Suhakam's proposal to allow individuals serving abroad to vote as postal voters, the Government said, “all citizens who are eligible to register as absent voters can register with Foreign Affairs Ministry officers at all Malaysian missions abroad.

“Starting from April 29, EC has appointed all Foreign Affairs officers on duty overseas as assistant registrars to register any Malaysian who fulfils the requirements as an absent voter,” said the report.
