CM SHOULD CLARIFY TIMBER REPORT





KOTA KINABALU: The Sabah Chief Minister, as chairman of Yayasan Sabah, and not the Director of Forestry, should clarify the Business Times report as there seems to be more behind the purported timber deal of some 80,937 hectares (199,995 acres) to be awarded to Permaju Holdings Sdn. Bhd. by Yayasan Sabah (YS).

Datuk Dr.Jeffrey Kitingan, Chairman of STAR SABAH said this in response to the mere denial by the Director of Forestry to the news report of the alleged timber deal in the Business Times on Monday.
He complained that the Director of Forestry is being used as a mouthpiece to deflect the issue and avoid the real facts and his mere denial is out of context as the deal was reported to be with Yayasan Sabah and the CM.

It is the CM who is having direct control of YS, not the of Director Forestry, hence he is the appropriate person to answer issues regarding the timber deal.

He said that many answers need to be given so that allegations of timber kickbacks like the RM40 million "donation" to Umno Sabah will not arise.

"Why should YS award such a huge area of concession and land to such a company at this time?" he demanded. "Who stands to benefit? And why are outsiders given priority in award of concession and land instead of Sabahans?

"If there is no truth to the alleged timber deal, why is the report so detailed? If the report is not true, the Government should consider suing the parties involved and lodging of the relevant reports with the police, MACC and other law enforcement bodies.

"Conversely, if the report is true, which will not be surprising, it means that the State government is selling the future of YS, the State and Sabahans and the Umno/BN State Government should rightly be voted and kicked out in the coming general elections."

He reiterated the STAR's stance that the future of Sabah lies in the hands of us Sabahans, not outsiders or Sabahans under the control of outsiders.

    When Yong Teck Lee says that SAPP is fighting for native rights, he is simply lying. When he was the chief minister [1996–1998], lands allocated to natives were actually ‘stolen’ and given to public-listed companies.

    A good example is the Tongod Region where not less than 20,000 acres of land earlier set aside for native socio-economic projects, under the ‘Tongod Regional Planning Study’, mooted during the Berjaya era, were given away to a public-listed company. This is blatant Daylight Robbery!!

    During the tenure of Yong Teck Lee in as little as 2 years, he approved some 265 logging licences covering over 300,000 ha (an area 5 times larger than the island of Singapore). These licences were given to cronies, associates, non-Sabahans included, and is clearly an act of gross irresponsibility at the expense of environmental conservation, sustainability and public interest.

    in the forest sector Musa has done a wonderful job as he has been pursuing for good forest and environmental governance in the interest of future generations to come. Recently, The Sabah Forestry Department had decided to re-gazette 183,000 hectares of Class 2 Commercial Forests into Class 1 Protection Forests to expand the expanse of totally protected forests in the state.

    This “bold” upward reclassification exercise involves principally lowland forest ecosystem in Ulu Segama and Gunung Rara Forest Reserves, in pursuance of Musa’s decision. This exercise shall mean that Danum Valley on its eastern fringes will be buffered by totally protected forests and in particular, the biologically rich Ulu Segama Forest Reserve (127,890 hectares) can no longer be logged now or in the future because of legislative protection.

    At the same time, Northern Gunung Rara (55,000 hectares), which forms a vital wildlife buffer from Maliau Basin and Imbak Canyon to Danum Valley, will also be accorded full protection. Both areas, although logged over, are important wildlife habitats and are homes to iconic species such as orang-utan, pygmy elephants and the Bornean clouded leopard.

    Class 1 Protection Forests are given strict protection primarily for safeguarding water sheds, maintenance of stability of essential climatic and environmental factors, in addition to biodiversity conservation. Under the Forest Enactment 1968 (Sabah), the law forbids any form of conversion such as conversion into oil palm plantations or timber exploitation in a Class 1 Forest.

    After the gazettement of the Protection Forest Reserves in 1984, a total of 44 were gazetted as class 1 Forests, including the controversial Kukusan Hill Forest Reserve, Tawau, which was declassified to Class 2 in 2003. The last Class 1 gazettement was Maliau Basin Forest Reserve in 1997.

    The latest decision by Musa will increase the area under total protection to about 1,300,000 hectares or some 17.5 per cent of Sabah’s total land area, exceeding the IUCN standard of 10 percent. Musa’s model of good governance is being applauded within the country and beyond. The way he has won the hearts of people of Sabah and his popularity at the national level shows that ‘Good governance is also good politics’.

  30. INI KALILAH!!! Ini lah yang dilontarkan oleh penyokong STAR apabila mendapati Parti STAR dipersendakan oleh Pakatan Rakyat termasuk SAPP (Pakatan UBF Kunu). Buktinya amat jelas sekali apabila baru-baru ini Anwar Ibrahim mengumumkan persetujuan antara PKR dan SAPP dalam pembahagian kerusi dalam PRU13 di mana SAPP dibagi 35 kerusi DUN dan 2 kerusi Parlimen dan selebihnya diperuntukkan kepada PKR-DAP-PAS.

  33. Timbul juga persoalan di sini apa sudah jadi dengan agenda UBF ni yang kononnya penggabungan parti STAR, SAPP dan USNO? Hahaha….menuju ke arah perpecahan adalah…umpama kerjasama yang rapuh. Kenapa??? Sebab SAPP telah membelakangi STAR dan UBF dengan mengadakan rundingan sulit untuk menguasai Sabah.

    Akaun-akaun dana disatukan untuk 2011 bagi kerajaan-kerajaan negeri Sabah dan Sarawak adalah yang paling tinggi dalam kalangan negeri-negeri, iaitu RM18.5 bilion untuk Sarawak dan RM2.66 bilion untuk Sabah. Selangor jatuh di tempat ketiga dengan RM1.94 bilion sementara Pulau Pinang pula pada tempat keempat dengan RM1.13 bilion.

    Sekiranya kita melihat kepada statistik pendapatan negeri untuk tahun 2011, Sarawak menduduki tempat pertama dengan RM6.6 bilion, diikuti oleh Sabah pada tempat kedua dengan RM4.4 bilion, Selangor di tempat keempat dengan RM1.6 bilion dan Pulaiu Pinang di tempat ketujuh dengan RM602 juta.

    Untuk tempoh lima bulan pertama pada tahun ini, eksport negeri terus berkembang pada kadar 7.2 peratus dengan nilai mencecah RM20.7 bilion, manakala import pula telah meningkat pada kadar 30 peratus dengan jumlah mencecah RM16 bilion. Pertumbuhan tinggi tersebut mencerminkan pelaburan besar oleh sektor swasta iaitu sebanyak RM10 bilion pada suku tahun pertama tahun ini yang mana ianya juga merupakan pelaburan swasta yang tertinggi di Malaysia.

    Persepsi di atas adalah tantangan kepada komponen parti BN. Pembangkang tidak mengatisipasi boleh menawan kawasan yang ditandingi Umno, kerana mereka menganggap parti PAS dan PKR tiada kemampuan untuk merebut sokongan kaum bumiputera islam terhadap Umno.

    Kaum bumiputera Islam Sabah mempunyai rekod tersendiri, mereka buktikan bahawa sejak tahun 1976-Parti USNO (kini UMNO) senantiasa mendapat kerusi, walaupun menjadi parti Pembangkang.

    Kesetian pengundi USNO terhadap parti yang ditubuhkan oleh Bapa Kemerdekaan Sabah-Tun Datu Mustapha Datu Harun, kini dicurahkan kepada Umno. Atas sebab itu, sejak tahun 1994, semua kawasan yang ditandingi Umno terus menang.

    Kerajaan Sabah yang ditunjangi Umno dengan 32 kerusi DUN daripada 60 kerusi secara keseluruhan, tidak memungkinkan parti lawan untuk menubuhkan kerajaan negeri. Atas sebab itu, Pembangkang tidak mempunyai keyakinan untuk menumbangkan kerajaan negeri.

    Parti Pembangkang, hanya berminat terhadap kerusi Parlimen, kononnya sebagai Pelengkap kepada kerusi Pembangkang di Semenanjung, untuk menubuhkan kerajaan Pusat.

    Sebagai rekod- sejak PRU 2004 dan 2008, BN Sabah menyumbang 24 kerusi Parlimen kepada BN Pusat, tidak termasuk satu kerusi Parlimen WP Labuan.

    Pada PRU-13, sasaran utama Pembangkang adalah kawasan Parlimen yang tidak ditandingi Umno seperti-Kota Kinabalu, Sepanggar, Putatan, Penampang, Tuaran, Pensiangan, Keningau, Ranau, Kota Marudu,Sandakan, dan Tawau. Pembangkang berkeyakinan akan mampu menang 11 kerusi Parlimen daripada 25 kerusi yang tersedia di Sabah.Sementara kawasan Beaufort akan melihat bagaimana kekuatan Umno berbanding kekuatan Datuk Lajim Haji Ukin sebagai individu. Di atas kertas, Parlimen Beaufort masih kubu Umno.

    Anggapan Pembangkang, bahawa semua kawasan yang tidak ditandingi Umno akan mereka tawan. Keadaan ini merupakan tantangan kepada para pemimpin komponen parti BN Sabah, terutama Tan Sri Pairin Kitingan, Tan Sri Bernerd Dompok, Tan Sri Joseph Kurup, Datuk VK Liew dan Pemimpin MCA serta Pemimpin Gerakan negeri.

    Pembangkang telah meremehkan sudah pengaruh para pemimpin komponen BN bukan Umno, dengan mengatakan, bahawa mereka kini hanya sebagai pemimpin parti, akan tetapi tidak mempunyai penyokong lagi.

    Mengapa Pembangkang meremehkan pemimpin BN bukan Umno? Apa kah keberadaan mereka dalam BN, suku kaum mereka tidak mendapat pembelaan? Menurut kenyataan Ketua Menteri Sabah- bahawa kadar kemiskinan di kawasan pedalaman, di mana suku kaum KDM merupakan penduduk majoriti-kadar kemiskinannya dengan cepat berkurangan-akibat pembangunan yang disediakan oleh kerajaan.

    Malah projek-projek kerajaan yang bersifat “mega” daripada segi pertanian diwujudkan di kawasan majoriti kaum KDM.

    Bagi kawasan majoriti kaum cina pula, pembangunan bukan matalamat mereka, kerana apa yang dicari di kawasan di mana penduduknya kaum cina?-serba serbi telah tersedia, karena kawasan-kawasan itu merupakan Pusat-Pusat perniagaan.

    Atas sebab itu, bagaimana majunya kawasan Bukit Bintang dan kawasan sekitarnya-tidak akan memilih BN kerana bagi mereka-tiada keperluan memilih BN, kerana semua infrastrukutur telahpun tersedia. Kaum cina tahu, bahawa kerajaan BN adalah agen pembangunan, mereka tidak perlu lagi kepada agen pembangunan.

    Bagi rakyat yang tidak memerlukan agen pembangunan, maka menjadi penyebab kawasan-kawasan yang didiami kaum cina pada PRU-13, telah menolak calon-calon BN, terutama di Pulau Pinang, Selangor dan Perak. Manakala di Kedah dan Kelantan, rakyat memilih calon-calon bukan BN kerana sentimen agama selain factor sabotaj daripada penyokong BN sendiri terhadap calon-calon BN.

    Akan kah persepsi Pembangkang menjadi kenyataan pada PRU-13? Kerana walaupun pembangkang mensasarkan kawasan-kawasan majoriti kaum KDM, akan tetapi di kawasan-kawasan itu terdapat juga ahli-ahli dan penyokong Umno.

    Kesetiaan Ahli-ahli dan penyokong Umno, tidak akan dapat disangkal, mereka akan bersatu hati memangkah calon-calon BN. Jika komponen parti BN bukan Umno masih ada lagi sisa-sisa penyokong mereka, nampaknya hasrat pembangkang tidak akan kesampaian. Calon-calon BN boleh menang, walaupun dengan majoriti yang kecil, namun dalam sistem demokrasi-kelebihan satu undipun adalah pemenang.

    Bagi kawasan kaum Cina-hanya Kota kinabalu-sukar dimenangi BN, manakala Sandakan dan Tawau masih dalam keadaan 50-50; sedikit swing.. maka BN akan mempertahankan Sandakan dan mampu menang di Parlimen Tawau.

    Nampaknya, pada keadaan sekarang walaupun parti Pembangkang telah menjamur di Sabah, nampaknya mereka tiada keupayaan- BN masih mampu mengulangi kejayaan tahun 2008- dengan 24 kerusi Parlimen dan membentuk kerajaan Negeri dengan kuasa ¾ bukan 2/3.
