Cabinet studying alternative to IPCMC, reports daily


The cabinet is studying an alternative to the Independent Police Complaints and Misconduct Commission (IPCMC) which will be given wider authority including the power of prosecution tackle the issue of power abuse by the police.

Oriental Daily News today claimed that during the cabinet meeting yesterday, its members had rejected the proposal to establish the IPCMC because there are other more effective solutions compared to the commission.

Citing sources, the Chinese daily reported that details of the alternative solution have yet to be hammered out and the cabinet did not set a deadline for the solution to be finalised. However, it would be announced by Prime Minister Najib Abdul Razak once it is ready.

“We want to know whether this alternative can be integrated into the current system. According to past experience, it is believed that this alternative will be ready very soon,” the source was quoted as saying by the daily.

He added that the function of IPCMC is more towards investigation while the alternative will have the powers to collect evidence and press charges.

“The alternative is seen as a fairer solution which can solve cases swiftly,” he added.

The source revealed that ministers were unsatisfied with the many cases of death in police custody.

Yesterday, MIC director of strategy S Vell Paari told Malaysiakinithat Minister in the Prime Minister’s Department Paul Low, who has promised to bring the IPCMC proposal to the cabinet for discussion, will hold a briefing for several NGOs tomorrow on the outcome of the cabinet discussion.

Meanwhile, Health Minister Dr S Subramaniam said Prime Minister Najib Abdul Razak has asked the cabinet to look at all possibilities for a quick solution to curb deaths in custody. 

“There was also a long discussion yesterday (during the cabinet meeting) on setting up a coroner’s court, which can probably have the role of at least coming to the conclusion regarding the cause of death. Once that is there, it makes the process (of investigation) much easier. 

“This is along the lines that the government is thinking,” he said when asked during a press conference today. 

However, when asked whether the IPCMC is among the ideas being mooted, he replied, “IPCMC, we have discussed and said that for the time being, we will look at other possible alternatives.”
Another solution being explored, he said, is to strengthen the existing Enforcement Agency Integrity Commission (EAIC).
