Motorists clueless over parking coupon system in Subang Jaya

Many motorists are not aware that they can use the parking coupons as an alternative to the pay and display system. – The Malaysian Insider pic by Seth Akmal, April 21, 2015.Many motorists are not aware that they can use the parking coupons as an alternative to the pay and display system. – The Malaysian Insider pic by Seth Akmal, April 21, 2015.Three months had passed since the Subang Jaya Municipal Council (MPSJ) introduced the coupon parking system in the commercial areas in the Selangor municipality but some motorists are still unaware of its existence while others are questioning the need for it when there is already the "Pay and Display" (metered parking) system in place.
MPSJ had introduced the parking coupons on February 4 for a six-month trial period in commercial areas in Subang Jaya,  Seri Kembangan, Puchong and Kinrara to gauge its effectiveness and to provide an alternative to the existing metered parking system.
The coupons cost RM 7.50 for a booklet and are sold by authorised agents in selected areas. There are 15 coupons in a book and it cost 50 sen to park for an hour – the same rate for metered parking.
"I regularly go to the Taipan area for shopping or dinner but I haven't seen any signs of the agents selling the coupons. I also didn't know that the council had implemented the new system," she said.
Lina also said that it was a hassle to look for a proper parking bay at commercial areas like Taipan and SS15.
"The area is always congested and there aren't enough parking bays to cater to the large number of people who come here. If the council provide enough parking then people will not double park," she said.
A motorist who wanted to be known as Nik said that he wouldn't bother driving around to look for the coupons.
"I hardly come to the Subang Jaya area so why do I need a booklet? If there is a metered parking then I will buy a ticket, but I wouldn't waste my time searching for an outlet that sells the coupons," he said.
J.Z. Wong, 25, who frequents the SS15 area, applauded the move by the council to introduce the new coupon system.
"The coupons are useful as I don't have to go around looking for the metered parking machines. I also have two options to choose," he said.
Wong also said that more could be done to promote the new system.

K. Lee who is an authorised agent said that coupon sales were moving at a slow pace.
"In the first week we ordered 100 booklets and it took us two months to sell them. Not many people were buying the coupons. In a week, we probably get a query or two from motorists but they rarely buy the booklets," he said.
Lee said that he would not order anymore parking coupon booklets from the contractor as there was no demand for it.
"We pay in advance for the booklets and we don't get a refund if we can't sell them," he said.
There are currently 39 authorised dealers in Subang Jaya, Puchong, Kinrara and Sri Kembangan.
The coupons are available at  commercial areas in USJ 1, USJ 2, USJ 9, USJ 10, SS 14, SS 15, SS 18, SS19, Kinrara 1, Taman Sri Serdang, Serdang Raya 8, Pusat Bandar Puchong, Jalan Bandar Satu, Kenari, Puteri 1, Puteri 2, Puteri 4 and Puteri 5.
MPSJ corporate communications deputy director Muhammad Azli Miswan said that the main objective of the exercise was to provide alternative parking payment methods for motorists.
"The coupon system can be used if the the metered machines are out of order. It also saves the motorists time from having to drive around looking for the machines for the metered parking," he said.
Azli said that MPSJ would evaluate the coupon system once the trial period was over.
"We will see how effective is the system. We will also look at other alternatives if the coupon system is not successful," he said.
