KUALA LUMPUR - The Election Commission (EC) must verify the deputy prime minister’s remarks on Budget 2016 before it can determine if he linked it to the next year’s Sarawak election.
EC chairman Tan Sri Abdul Aziz Yusof said it would be unfair for him to comment on Datuk Seri Ahmad Zahid Hamidi’s reported remarks before verification.
“Number one, we have to check with his officers, his press officers, whether he said that or not. Number two, once we get the right words, we have to check with our legal people, is it wrong to say that,” he told Malay Mail Online when contacted.
He stressed that he considers Zahid’s reported comments as “hearsay” for now until verification.
Asked if Zahid’s response yesterday would amount to vote buying if corroborated, Abdul Aziz explained that such alleged actions must take place during campaigning for it to be used to challenge election results in court.
“Vote-buying is I give money to you, I promise something to you and you voted for me and you proved to me you voted for me just because of my promise. Otherwise you can’t prove it in court,” he said when explaining what would be considered vote-buying.
In giving a hypothetical scenario, Abdul Aziz said it would not be wrong for an individual living in Peninsular Malaysia to be given fare money to return to Sarawak and vote, as the voter could have voted for someone other than the giver.

The secrecy of ballots also made vote-buying hard to prove, he said.
Among the things that have to be established in such cases is whether those hearing the alleged promises for a constituency during election campaign period are voters, which constituency are they from and whether they actually voted in favour of the politician because of what they heard, he said.
Abdul Aziz said that the EC does not have its own investigators and the relevant bodies to probe alleged election offences or vote-buying would be either the police or the Malaysian Anti-Corruption Commission (MACC).
When Zahid was asked for his views on the federal opposition’s claim that Budget 2016 was formulated to help Barisan Nasional win in Sarawak, he told reporters in Parliament that “it is indeed” and called it a positive comment.

In the proposed budget tabled yesterday, many allocations were set aside for Sabah and Sarawak, including RM70 million for zero-interest loans for longhouse constructions in both states, RM70 million as subsidy for hill paddy farmers there, RM260 million in subsidies to ensure goods prices there match prices in other states.
Among other planned expenditure in Sarawak based on the prime minister’s budget speech yesterday, RM142 million will be pumped in for the Samalaju Industrial Park and RM42 million for a new airport in Mukah.
