Teresa Kok: Don’t delay gazetting KL City Plan 2020

PETALING JAYA: Seputeh MP Teresa Kok says the failure to gazette the Kuala Lumpur City Plan 2020 will cause Kuala Lumpur to become the most unplanned and congested city in the world.
She added that KL mayor Mohd Amin Nordin Abd Aziz’s announcement of the decision to scrap the plan in favour of a new development blueprint was tantamount to “giving the government a free hand to mess up the city centre further”.
Amin had said there was no point gazetting the original plan as 2020 was only three years away.
Instead, he said Kuala Lumpur City Hall (DBKL) was drafting a new blueprint known as the Kuala Lumpur City Plan 2050.
He said the KL City Plan 2020 did not take into account land prices, which had risen dramatically since the initial draft plan, adding that this had hampered economic growth.
In a statement today, Kok asked why the 2020 plan could not be gazetted and used as a guide until the new plan was ready.
“I want to ask the mayor: Does it make sense to allow KL to go on without a plan in the interim? When will the new plan be ready?
“I hope the mayor will remember that he is the city’s mayor and not developers’ mayor.”
The KL City Plan 2020 was launched in May 2008. It was supposed to be gazetted in 2009. However, this was delayed until 2013 following objections over land use and density matters.
The plan had received 62,224 responses as feedback from 5,052 representatives, Kok said, adding that there was no reason for DBKL and the federal territories ministry not to gazette it.
“KL City Plan might not be perfect, but the plan at least reflects the opinions and efforts of both the government and members of public.”
She said Amin’s excuse of rise in land cost was “unconvincing and unacceptable”.
In fact, she added, the failure to gazette the plan had contributed to land prices rising as developers had been allowed to carry out high-density development.
“Setting aside the KL City Plan 2020 is giving the government a free hand to mess up the city centre further and make KL the most unplanned city in the world,” she said.
Kok urged people to oppose the rejection of the KL City Plan 2020.
“They should demand that it be gazetted and used as a guide until the new plan is ready.” -FMT
