Rafizi insists developer still owns Jalan Semarak land



PKR vice-president Rafizi Ramli insisted today that none of the parcels of land along Jalan Semarak, which were purportedly sold to private developer Synergy Promenade Sdn Bhd, have been transferred back to the Federal Land Development Authority (Felda).
Rafizi's insistence came in response to a statement by Felda on Jan 15 that Synergy Promenade had transferred the land ownership back to Felda without any costs incurred.
At a press conference today, Rafizi cited a report by English daily theSun, which quoted Felda chairperson Shahrir Abdul Samad as saying that “all of the property ownership letters have been registered back under Felda’s name”.
"From both the Utusan Malaysia and theSun reports, it is clear that Felda regained ownership of the plots of land."
However, Rafizi said, his investigations into the matter have led to him obtaining the titles for 16 of the parcels of land in question.
"I obtained all these titles by tracing the numbers of the ownership titles, which enabled me to buy a copy of each title at RM30 each.
"I spent RM700 of my salary for this," he quipped.
Citing the titles, Rafizi said it was clear that some of the plots of land were only to be used as office buildings for Felda.
Shahrir 'washing his hands off'
On a private caveat on the lots of land registered as early as April last year, Rafizi said, this meant that Shahrir had known about the matter since April, but had kept mum about it.
"Some of the plots of land were transferred when Shahrir already became Felda chairperson.
"So he has to answer how come he knew about it earlier and that it happened when he became Felda chairperson, but he is washing his hands (off) although all this happened before he became chairperson.
"I don't understand what he meant when he said the property ownership titles were transferred back to Felda. Looking at the land titles, it shows they all still belong to the developer."
Rafizi believes that the announcement was only made to show that Felda under Shahrir's management was not involved in the land transfer.


"As though Shahrir (photo) is trying his best to save Felda.
"If (former Felda chairperson) Isa (Samad) was detained by the MACC and his statement taken, maybe after this MACC has to detain Shahrir because the biggest plot of land was transferred during his time as chairperson," Rafizi added.
While admitting that it would take time for the land to be transferred back to Felda, Rafizi went on to question the reason behind making such an announcement on the transfer.
"I am not confident most people think that the land title was transferred back.
"People know that it will take months, if not years, for the process to go through. The announcement was made to placate the Felda settlers. If that's the case, they can just make an announcement and not do anything about it," Rafizi said.
And even if the plot of land had been agreed to be transferred back to Felda, Rafizi questioned who would be paying for the other costs incurred.
"He (Shahrir) said the land was transferred for free. Who's going to pay the stamp duty of about RM8 million?
Malaysiakini has contacted Shahrir and is awaiting his response on the matter.
It was first reported that Felda was at risk of losing ownership of the prime plots of land along Jalan Semarak, estimated to be worth RM200 million, when it was believed to have been transferred through an allegedly "dubious deal" in 2015.
Following the expose, it was reported that the value of the four land parcels in question may actually be worth four times more than what Felda had sold them for.
On Jan 5, Isa had his statement recorded by the Bukit Aman police's Commercial Crime Department for several hours.
The investigation is being conducted under Section 420 of the Penal Code, for cheating.- Mkini
