MP chokes up while discussing delayed Residensi Hektar project

PARLIAMENT | An MP choked up during his debate in the Dewan Rakyat today as he relayed the fate of some constituents who purchased units in Residensi Hektar, Gombak.

Zahir Hassan (Harapan-Wangsa Maju) said that the delayed housing project located in his constituency, a project under the Federal Territory Housing Project (Rumawip), birthed a social epidemic among buyers.

“Residensi Hektar has 2,400 units, of which the delay (in completing the project) caused continuous stress to its buyers. They are forced to pay for rent (for their current place of residence) while at the same time paying the bank (for their unit to Residensi Hektar).

“This delay has birthed a social issue where there are even cases of buyers getting divorced,” he said.

Zahir then took a pause to compose himself to relay in a shaky voice about how some of the buyers had passed away before being able to step into their new homes.

The Wangsa Maju MP then took a longer pause which prompted deputy speaker Ramli Mohd Nor to ask the former to sit down.

Zahir collected himself and continued his debate, saying that the response from Local Government Development Deputy Minister Akmal Nasrullah Mohd Nasir yesterday was the light at the end of the tunnel.

On Oct 24, Akmal announced that the ministry’s task force for sick and abandoned private housing projects had revived 256 private housing projects as of August this year, comprising 28,363 housing units with a gross development value (GDV) of RM23.37 billion.

The task force is responsible for going to the field and help find solutions to ensure developers fulfil their responsibilities to complete delayed, 'sick' and abandoned private housing projects.

Akmal added that the majority of the housing projects have been granted Certificates of Completion and Compliance (CCC), while the rest were "in progress".

The deputy minister also said that the ministry would submit suggestions to the Finance Ministry to use the special guarantee fund for rescuing sick housing projects.

He also revealed that a total of 284 compounds were issued to housing developers for offences under Section 7(e) of the Housing Developers (Control and Licensing) Act 1966 in 2022 and 2023.

Buyers were promised the keys to their units by May 3, 2022, but this has been delayed on several occasions due to the project’s incompletion.

The project started in 2017 with a GDV of RM700 million. Each unit is priced at RM266,000 with an area of 800 sq ft and RM299,900 with an area of 850 sq ft.

This project has five blocks and is built on 7.85ha of Malay Reserve Land. - Mkini
