Developer to address misconceptions after PJD Link scrapped

PJD Link (M) Sdn Bhd is studying requests to review the alignment of the Petaling Jaya Dispersal Link (PJD Link Expressway) after the government scrapped the project yesterday.

In a statement, the developer said it is enthusiastic about addressing any misconceptions surrounding the project and engaging in ongoing discussions.

"We will continue to work alongside the relevant government agencies, including the federal and state, to see how this project can be viable for the people of Selangor, and the greater Klang Valley as well," the company said today.

Yesterday, government spokesperson Fahmi Fadzil announced that the cabinet will not continue with the PJD Link highway project in the Petaling Jaya area as the developer failed to meet several Conditions Precedent (CP).

Elaborating, PJD Link said that it is yet to be "officially informed" by the government about the cancellation and vouched for the project's viability and benefits for the people.

"PJD Link is an RM4.4 billion project with vast economic spillovers that will benefit many, where it is projected to provide an estimated 12,000 jobs and generate RM31 billion in total economic output.

"PJD Link is also intended to be fully privately funded, with no expenditure from the state or federal government," said the concessionaire, adding that the project provides crucial infrastructure that coincides with the rapid development in Selangor.

The proposed 25.4km two-lane double carriageway was meant to start after the NKVE toll plaza on Sprint Expressway in Damansara and end at the intersection of the Bukit Jalil Highway.

It was to ease traffic congestion and accommodate future vehicle growth in Kuala Lumpur and the Klang Valley.

Detailed scrutiny

PJD Link noted that the project, owned by the Putrajaya through the Works Ministry, had already gone through detailed scrutiny by all relevant ministries and regulatory bodies, as well as approvals of the Environment Impact Assessment (EIA); Traffic Impact Assessment (TIA); and Social Impact Assessment (SIA) reports.

"The unfulfilled conditions as Fahmi mentioned were due to the CP, which had taken longer than expected due to the complexities of this project.

"While we acknowledge the concerns of the public, the project also garnered widespread support from the stakeholders along the alignment.

"Its holistic economic and social benefits promise to significantly enhance sustainability and well-being across Selangor and the broader Klang Valley region," said the concessionaire.

The Selangor state government halted the highway project in July last year, but Menteri Besar Amirudin Shari said the project would be revived if it fulfils certain “requirements”.

Previously, he said the state government would not approve the PJD Link if it is found to be similar to the Kinrara-Damansara Expressway (Kidex) project, which was scrapped in 2015.

Several Petaling Jaya resident groups have raised concerns that the PJD Link would be a repackaging of Kidex.

Residents also hauled authorities to court over an alleged refusal to hand over the EIA and other documents related to the PJD Link. - Mkini
