Expedite RM13m fund for police's sexual crime unit, MP tells govt

 


The government should expedite funding of RM13 million for 100 new officers in Bukit Aman's D11 sexual, women and children crime investigation division, according to Batu Kawan MP Kasthuri Patto.

In making the call, Kasthuri (above) said this follows reports that the police had received 93,368 IP addresses suspected of containing or sharing child pornography from 2016 to 2022, but only 103 IP addresses were vetted, investigated and 50 individuals arrested.

"There is no news on the charge and if they have been convicted.

"A meagre 0.11 percent of the total number of IP addresses containing or sharing child pornography (were investigated)," she said in a statement.

Bukit Aman D11 principal assistant director Siti Kamsiah Hassan yesterday reportedly admitted that the low figure was due to the lack of trained staff to filter and scrutinise the information received.

"The information received will be examined by the Malaysian Internet Crime Against Children (MICAC) D11 investigation unit which currently only consists of three investigating officers with the rank of Inspector," Siti Kamsiah was quoted as saying by Bernama yesterday.

Kasthuri, who is the DAP spokesperson for international affairs, said the IP addresses were given by international enforcement agencies including the Interpol, the National Centre for Missing and Exploited Children, and the United States Federal Bureau of Investigation (FBI).

"With only three investigating officers in the D11 investigation unit to cover the whole of Malaysia, it is no wonder we have been moving at a snail’s pace to nab these monsters in the bud.

"While I commend the honesty and transparency of Siti Kamsiah to admit and concede shortcomings of the police force in the war against child pornography, the buck cannot stop there," said Kasthuri.

Fund announced last year

Kasthuri further took a swipe at Women, Family and Community Development Minister Rina Harun, Home Minister Hamzah Zainuddin and Finance Minister Tengku Zafrul Abdul Aziz for the trio's silence on the issue.

Kasthuri pointed out that Zafrul had announced the RM13 million fund in his Budget 2022 speech last year, but there has so far been no news of its implementation.

In addition to the current team based in Bukit Aman, additional funding and staff would see the setting up of a D11 unit in each police contingent, with at least one investigating officer.

"The situation in Malaysia has become so dire that international enforcement agencies are offering to cooperate with the police here to further enhance enforcement to combat such activities.

"This should stir the conscience of lawmakers and ministers here to do the right thing for the safety of our children from the hands of the syndicate," said Kasthuri.

Last year, it was reported that Australian authorities had tracked one of the world's most wanted paedophiles to a Covid-19 quarantine facility in Malaysia, leading to the arrest of a 41-year-old man from Lundu, Sarawak, who was sentenced to 48 years and six months in prison with 15 lashes. - Mkini
