Minister’s aide lodges police report against Rafizi’s LCS claims

An aide to Minister in the Prime Minister’s Department (Special Functions) Abdul Latiff Ahmad has lodged a police report against PKR deputy president Rafizi Ramli.

This is over the latter’s claim that the minister has a wife named Zainab Mohd Salleh, who in turn has been implicated in misappropriating funds from the littoral combat ship (LCS) project.

In the police report sighted by Malaysiakini, Abdul Latiff’s special officer Sayed Ahmad Mu’izzuddin Al-Sayed Mohamad said Rafizi has persisted in his claims despite the minister’s explanation.

“I have been instructed and truly believe that the slander and accusations were fabricated to damage Abdul Latiff’s reputation for political reasons by stoking the people's anger and hatred towards Abdul Latiff and fanning public anxiety.

“The broadcasting and electronic communications (by Rafizi) is perverse, false, threatening, and despicable in order to offend, insult, threaten, and harass Abdul Latiff,” he said in the report.

He said he believes Rafizi has committed the offence of criminal defamation under Sections 499 and 500 of the Penal Code, criminal intimidation under Section 503 of the Penal Code, intentional insult with intent to provoke a breach of peace under Section 504 of the Penal Code, and abuse of network facilities under Section 233 of the Communications and Multimedia Act 1998.

The report was lodged at the Dang Wangi district police headquarters last night, urging the police and the Malaysian Communications and Multimedia Commission to act against Rafizi and those working with him to commit the alleged crimes.

Among others, Sayed Ahmad reiterated the minister’s claim that Rafizi is misleading the public by citing a draft forensic audit report to back his claims.

He said this disregarded a disclaimer contained in the report stating that the auditors were unable to assess the veracity of claims made by people involved in the project.

“Rafizi is lying because he purports to be relying on a forensic report stating that Zainab Mohd Salleh is Abdul Latiff’s second wife although the forensic report does not say this,” he added.

Declassified report

Previously, the Boustead Heavy Industries Corporation Bhd declassified a forensic audit report it commissioned on the LCS project, after being directed by the cabinet to do so. It is now posted on the Public Accounts Committee’s website.

The report states that a certain Abdul Latiff Ahmad is the spouse of Zainab Mohd Salleh, the latter of whom is implicated in the report for allegedly fraudulent payments. However, the details are unclear as many sections of the report have been redacted.

Rafizi has insisted that the couple referred in the report refers to the former deputy defence minister.

Abdul Latiff, however, denied this.

On Aug 26, he said he had no role in the LCS project, and his family did not have any defence contracts during his time as deputy defence minister from 2009 to 2013.

He also denies having any wife or ex-wife named Zainab Mohd Salleh, and any actions of such person have nothing to do with him.

He accuses Rafizi of misleading the people by citing a “draft” report to back his claims, claiming the existence of another report produced by the same audit firm that does not mention the spousal relationship. - Mkini
