PFI Scandal RM50 Billion. Mastermind Yang Sama Juga Terlibat. Orang Melayu Tak Faham Pun Apa Benda PFI.

 Pembinaan PFI and the Federal Lands Commissioner were tools abused by the government to covertly channel contracts to the well-connected without public disclosure even though they were paid for with funds from two pension-based agencies.

Kita perlu berterima kasih kepada C4 ia itu NGO yang tumpukan khusus kepada mengkaji dan membongkar skandal rasuah dalam negara kita terutama sekali rasuah yang melibatkan orang politik dan kroni mereka mencuri duit rakyat ia itu duit kita punya.

Yang berikut adalah kajian mereka yang detail mengenai skandal "kehilangan" RM50 Billion duit rakyat dalam skandal PFI atau Private Finance Intitiative - yang ramai orang tak faham apa maksudnya pun. 

Sebenarnya RM100 Billion duit kita hilang. Kenapa pula RM100 Billion bila mereka hanya curi RM50 billion? Sebab bila RM50 billion itu sudah hilang, maka ianya menjadi tanggung jawab Kerajaan untuk gantikan duit hilang itu. Maksudnya RM50 billion x DUA = RM100 billion.

Bila kita tak faham itu dan ini, maka lagi senang lah bagi kumpulan perompak dan penyamun ini yang menyamar diri sebagai "Penasihat", Menteri, ahli politik, Penjawat Awam dsbnya dengan begitu mudah boleh menipu rakyat marhaen. When you are stupid, when you do not understand many things or you do not understand anything then it is so easy to make a fool out of you. Faham tak?

Yang berikut adalah kesimpulan kandungan laporan ini:

The PFI Scandal When it was reported that Pembinaan PFI Sdn Bhd had racked up debts close to RM50 billion, 1 this issue had the makings of a major scandal. 

Pembinaan PFI, a government-linked company (GLC), had reportedly been created to implement a policy called Private Finance Initiative (PFI), introduced to allow private enterprises securing public contracts to first shoulder the costs to complete these projects. 

However, two pension funds, the Employees Provident Fund (EPF) 2 and Kumpulan Wang Persaraan (KWAP), 3 were used to obtain loans totalling RM30 billion to implement PFI projects. 

The collateral for these loans was a huge number of government land parcels that had been leased by a government agency, the Federal Lands Commissioner, to Pembinaan PFI for a mere RM10, though later increased to RM5.7 billion, which were then sub-leased to the government for a massive RM29 billion! 

These PFI projects were implemented through off-budget government loans and awarded without open tenders to companies that did not cover any costs on their own. Pembinaan PFI awarded these contracts to GLCs and well-connected individuals and companies which were later found to be those that were not PFI-type projects.

My Comments : Jadi MO atau modus operandi mereka simple sahaja - serupa 1MDB dulu. Mereka ambil banyak tanah kita (tanah kepunyaan kerajaan konon), bernilai lebih RM29 Billion. Tapi pada mulanya mereka hanya bayar sewa

untuk tanah Kerajaan (tanah rakyat) yang bernilai lebih RM29 Billion itu !!

LIMA tahun kemudian, bayaran sewa itu dinaikkan menjadi RM5.7 BILLION.

Kemudian tanah yang disewa daripada Kerajaan (tanah kepunyaan rakyat) disewa balik kepada Kerajaan dengan bayaran sewa RM29 Billion !! 

Jadi mereka subahat dengan kerajaan ambil tanah kita dengan sewa yang murah gila, kemudian mereka sewa balik tanah itu kepada kerajaan pada sewa tinggi gila nak mampos.

Of course mereka membina sekolah, kem tentera, hospital dsbnya atas tanah itu untuk kegunaan rakyat tetapi dana untuk membina projek itu datang daripada pinjaman RM30 Billion daripada EPF dan KWAP - sekali lagi dengan menggunakan duit rakyat. 

Tanah kepunyaan kita yang mereka sewa itu menjadi cagaran kepada EPF dan KWAP untuk memberi pinjaman RM30 Billion kepada mereka.

i. Jadi tanah itu kita punya. Mereka mula sewa tanah kita dengan sewa yang paling murah RM10 sahaja.

ii. Mereka sewa balik tanah kita itu kepada kerajaan dengan sewa tinggi melebihi RM29 Billion (sehingga cukup tempoh sewa). Kerajaan pula terpaksa (atau bersekongkol) bayar sewa tinggi dengan mengguna duit kita, duit rakyat.

iii. Mereka ambil pinjaman RM30 Billion daripada EPF dan KWAP (yang juga pemegang amanah duit rakyat) dengan menggunakan tanah kita itu sebagai cagaran.

iv. Pinjaman EPF itu pula ada jaminan bahawa Kerajaan akan bayar balik hutang jika peminjam PFI itu tidak boleh bayar balik hutang. Banyak cantik. (Sebab itulah saya kira rakyat berpotensi rugi RM100 Billion - dan bukan RM50 Billion. Kalau RM50 Billion hilang maksudnya duit kita RM50 billion yang hilang. Kalau Kerajaan akan ganti balik RM50 Billion itu maksudnya kita rakyat marhaen kena bayar DUA KALI RM50 Billion = RM100 Billion.

 

My closing comments : 

The report by C4 mntions some names who were also common in the 1MDB scandal. Or they were witnesses in Court.

C4 has missed out on one person.

  • The same person who was the brains, the mastermind behind setting up or scheming this PFI scam.
  • This is the same fellow who introduced Goldman Sachs to the 1MDB mob.
  • This is the same fellow who is behind the working papers to set up SRC.
  • This is the same fellow who presented the SRC papers to the Cabinet.
  • This fellow is still walking around scot free.
  • Latest news is he is still up to no good - planning the next thievery. 
  • He has been doing this since the late 1980s.
