The government today unveiled Phase 1 of its National Energy Transition Roadmap (NETR) with an emphasis on giving economic incentives to encourage renewable energy growth.
One key announcement today is a plan to have more solar panels on residential rooftops.
Economy Minister Rafizi Ramli said under the current model; households are expected to fork out RM20,000 to install rooftop solar panels - which he acknowledged was very difficult to convince them to do so.
He said the government plans to turn this model upside down.
"Instead of asking every household to pay for an expensive solar panel, we offer an income opportunity.
"In every home, we intend to give households the option to lease out their rooftops in return for a monthly income that could lower their electricity bills and put more cash in their pockets," he said at the roadmap launch in Kuala Lumpur today.
According to the NETR document, the residential solar plan, for now, has been taken up by Sime Darby Property.
This includes a plan to install solar panels across 450 homes in the City of Elmina and Bandar Bukit Raja townships capable of generating 4.5 megawatts.
Each house could generate up to 10 kilowatts of solar energy, with offtake to be channelled to commercial and industrial sectors.
Rafizi, in a panel discussion said later said the plan could be a potential incentive for property developers to include solar leasing plans as part of their packages when building new townships.
He said this would create a willing-buyer willing-seller self-contained renewable energy generation independent of a single-market aggregator system.
However, he said once a single-market aggregator for renewable energy is established, more households could take advantage of rooftop leasing plans.
Rafizi said that developing an Energy Storage System - batteries to store renewable energy - will be crucial in increasing renewable energy penetration.
The NETR is a joint effort by the Economy Ministry and the Natural Resources, Environment, and Climate Change Ministry.
Other announcements made today in Rafizi's speech and the NETR document include the following:
Waste-to-energy programme
Rafizi said Malaysians can contribute used cooking oil and waste to be used as feedstock for biomass and biofuel generation under the NETR.
The NETR document outlines plans to build a biofuel refinery in Pengerang, Johor.
There are also plans to develop "biomass clusters" with a centralised hub.
Government going solar
The government has allocated RM80 million to install solar panels at government buildings.
Electricity cost savings created from solar will also not be deducted from the budget of government agencies.
Hybrid-solar power plant
Khazanah Nasional, together with UEM and Itramas, will develop a Renewable Energy Zone.
The zone will be home to a one-gigawatt hybrid solar power plant.
The project has attracted RM6 billion in global investments, Rafizi said.
The NETR will also open up a "hydrogen gateway" in Sarawak which is carrying out projects to turn the state into a hydrogen hub.
Regulations and frameworks
The government will introduce an Energy Efficiency and Conservation Act by the fourth quarter of this year to regulate energy-intensive users.
The government will also develop policies and regulatory frameworks for industry carbon capture and storage.
Renewable Energy Zone (RE Zone)
Khazanah Nasional, together with UEM and Itramas, will develop a RE Zone.
The zone will be home to a one-gigawatt hybrid solar power plant.
The project has attracted RM6 billion in global investments, Rafizi said.
The NETR document also outlined a plan to create five large-scale solar parks in several states, co-developed by TNB with SMEs, cooperatives, and state economic development corporations.
Each park would aim to generate 100 megawatts.
Green Hydrogen
Sarawak will be established as a green hydrogen hub, with three integrated projects planned.
One project is to develop a plant in Kuching for domestic use by 2025, while two plants will be built in Bintulu by 2027 primarily for export purposes.
Moving away from coal
TNB and Petronas will be co-firing green hydrogen and ammonia to "decarbonise" TNB's energy generation plans.
The Malakoff plant in Tanjung Bin will also be burning biomass - such as wood chips, bamboo pellets, rice and coconut husks - along with coal, intending to have 15 percent biomass co-firing by 2027.
More electric vehicle facilities
The government targets to have 10,000 charging stations installed along highways and commercial buildings by 2025.
Separately, the government plans to introduce the country;'s first "mobile hydrogen" refuelling station.
Electrified public transport
First and last-mile public transport will also be electrified.
Railway operators will also be tasked with performing an energy audit to establish a consumption baseline, identify potential savings in their premises, and lower utility costs.
Solar panels will also be installed at railway stations for non-traction uses.
Creating jobs
The government aims to create 23,000 high-impact, high-paying jobs from the first phase of the NETR, to improve the livelihoods of Malaysians. - Mkini
