The Kelantan government will convene a special state assembly sitting to determine the allowance for life to be received by Tuanku Ismail Petra Almarhum Sultan Yahya Petra after he is no longer the Kelantan sultan.
State Secretary Mohd Aiseri Alias told a news conference, here, today that the assembly sitting would be held before the end of this month under Article 23A of the Kelantan State Constitution (Section Two).
He also refuted the reported statement by a member of the State Succession Council, Shukri Mohamed, that the addressing of Tuanku (for Sultan Ismail) had been dropped.
"He (Shukri) has strongly denied making the statement as reported, and he has written to the newspaper concerned today, asking it to withdraw the statement, and has also lodged a police report on the matter," he said.
Instead, Aiseri said, the title of "Kebawah Duli Yang Maha Mulia Sultan Kelantan" would be replaced with "Duli Yang Maha Mulia Sultan" after Tuanku Ismail was no longer the Sultan of Kelantan.
He asked that all quarters observe this to avoid confusion.
According to him, with the amendment to Article 23A of the state Constitution on Sept 2, Article 23(A)(a) states that when the sultan has been replaced under Article (1), he is no longer regarded as the ruler and has withdrawn his rights and claims as one.
However, the former sultan is entitled to an allowance for life from the Consolidated Fund to be determined by the State Legislative Assembly.
Aiseri said the allowance should not be less than half of that received for his living expenses when he was the reigning sultan.
