Boys will be acknowledged as rape victims

Male minors will be acknowledged as victims of rape from today, setting the legal grounds for harsher punishment against rapists of boys under 19 years of age.

The revision of the Child, Youth Sex Protection Law takes effect immediately with the expanded definition of rape victims, the Ministry of Gender Equality and Family said Thursday.

“The country has been reluctant to say males were rape victims, with the Criminal Law also not using the term, even though such crimes have been taking place. The revised law will allow heavier punishment for rapists of boys, who used to be punished for sexual harassment offenses instead of rape, and thus received lighter penalties,” a ministry official said.

Previously, the definition of rape was confined only to females. While sexual assaults on women were divided into rape and sexual harassment, those on men were only categorized as the latter.

Thus, offenders raping boys were punished for sexual harassment, receiving a minimum prison term of one year or a fine of between 5 million and 20 million won, while those sexually assaulting girls were sentenced to at least five years in prison.

Now with the new rule including male minors among rape victims, offenders will receive harsher punishment. However, male adults are not included in the category.

The law has also strengthened the punishment for sexual assaults on the disabled with a new clause for physically and mentally challenged minors.

“According to the law on sex crimes, disabled victims had to prove they were physically or mentally unable to resist, and offenders often took advantage of this. Offenders also claimed the victims consented to have sex,” the ministry official said. “Now all sexual assaults on the disabled will be punished whether or not the victims were in such a state, and whether or not they agreed to have sex.” 

The measure was adopted after the release of a film, titled “Dogani” (The Crucible), based on a true story where teachers raped and sexually assaulted deaf students at a special school for hearing-impaired people in Gwangju in 2005. 

Last year, the movie ignited public calls for the revision of laws governing sexual crimes against the disabled and minors. 

In the new regulation, those reporting prostitution involving minors to law enforcement authorities will also receive up to a 1 million won reward if the alleged crime is confirmed. The authorities will also minimize confrontation between young victims and offenders during investigations, a measure intended to better protect minors who have been sexually assaulted.

NGOs, Welfare, Michael Chong (MCA) and others are not interested in the welfare of boy victims who are molested or sodomized.
There are just as many boys being raped in schools, road side and at homes but no-one bother to highlight or care.
Are boys not equal or human like girls?  Do they not have feeling of shame, confusion, hurt and anger that they are violated?  
I have not seen any helping hand, forum or discussion bought to the public attention, cabinet meetings, among the opposition parties, religion council etc.
So boys are nothing in the eyes of all Malaysians.
Till today Sri Kuala Lumpur has never apologize to me or my son for being molested by Nora Zam Zam a female teacher there.  Instead the school encourages the teachers to commit sexual, physical and mental abuse on young children male and female. And when parents complain, they threaten them with law suit.
And what does the Selangor Royal Household do, they accepted money in exchange Osman Merican gets his Datukship, later Tan Sri and the Judge who presided the case accepted bribe refused to write the judgement and the court clerks can lose the file.
In Malaysia justice only serve the ruling party and their own kind while the citizens are told to go to hell.
