Dr M: For Ling to cheat, his officers must be tainted


Former prime minister Dr Mahathir Mohamad again testified in defence of former transport minister Dr Ling Liong Sik, that the latter could only cheat the cabinet over the Port Klang Free Zone (PKFZ) land deal had there been collusion with senior ministry officials. 

Testifying before Kuala Lumpur High Court judge Ahmadi Asnawi today, Mahathir said each document tendered to cabinet by a minister is prepared by respective ministerial officers, such as a ministry's secretary-general, before it is inspected and approved by the minister. 

“To say the minister is trying to cheat the cabinet implied that the people who prepared the papers were colluding with him,” said Mahathir during the tail end of the cross-examination by lead prosecutor Tun Abdul Majid Tun Hamzah. 

However, Mahathir said stressed that cabinet had the final say in making decisions, regardless of the documents and advice from senior ministerial officers.
