Pahang Health Department director Dr Norhizan Ismail has apologised for issuing a circular apparently directing civil servants to “like” theFacebook page of Health Ministry director-general Dr Noor Hisham Abdullah.
He clarified that the DG did not give instructions to issue the letter, which bears the heading ‘Orders to ‘like’ health director-general of Malaysia’sFacebook page’ and has drawn the ire of netizens when a partial photograph of it surfaced on social media.
“It was never intended to be enforced on all my staff to like our director-general of health as a person but to ‘like’ our director-general's fan page as what is understood as the lingo used in the social media of Facebook,” he said this evening in a posting on the Pahang state health department’s Facebook page.
He said the circular dated June 20 was intended to create a better communication channel between the DG and Pahang State Health Department staff.
Last night, Noor Hisham had expressed shock over the circular in hisFacebook page, denying his involvement and demanding Norhizan’s apology.

The circular says chief secretary to the government Ali Hamsa had urged civil servants to use social media to disseminate information, and following this, Noor Hisham had set up his own Facebook page. The rest of the letter is not included in the photo of the circular.
Following the criticism, Noor Hisham said on his Facebook page, “Never did I ever mention or instruct anyone to issue this letter or worse, using my name, and to like me!"
“This is the quality of our state director misinterpreting (the chief secretary’s) advice to public servants, namely (secretary-generals) and (directors-general) to engage in Facebook.
“This state director went overboard... issuing such (a) letter signed by him without the top management approval,” he wrote.
Despite this, some netizens continued to criticise Noor Hisham between the time of his posting and Norhizan’s apology, prompting him to offer to shut down his Facebook page.
“Hey guys I don't need anyone of you to click like. All I am doing is to (following) what the (Health Ministry) is doing and create a platform for the doctors and public to engage with us.
“If you guys think this is waste of time. I am more than happy to close this (Facebook page) once and for all,” he said.
