Ku Nan, how did foreign beggars get here?


YOURSAY 'If the beggars are foreigners, then what has Immigration been doing?'

Appum: Before we draw to any conclusion, we need more facts and research data so that our actions are well justified. Umno should learn how to govern professionally. Let us:
                                                            
1) Have data to prove that most of the beggars are foreigners. Then direct the Immigration Department to round them up (consistently) and send them to a holding centre to be deported.

True, we have seen Rohingyas and Chinese nationals as beggars, some in nun and priests' robes. Don't forget there are syndicates at work too. Investigation must be done to track them

2) What is the cause of our local beggars to act as such? What measures do we take to help or rehabilitate them? These are more constructive measures than just fining them. They will return after that.

3) Do we have a department to specially deal with such beggars? Our policy should be to assist the local poor and deport the foreigners. Again, we should be consistent with our actions and not carry out firefighting every time the problem arises.

Simply fining and penalising people is not the way to go.

MacMac: If the beggars are foreigners, then what has Immigration been doing? Oh yes, they cannot extort money from the beggars.

Anthony John: My faith tells me to be compassionate towards the needy, whether Malaysians or foreigners.

If the needy in the streets of KL are mostly foreigners, that's the problem of government authorities which had allowed them to be there.

The question is who allowed them free passage into the country and allowed them to abuse their permits?

Kim Chay: Well, it is good to have a good heart, Lembah Pantai MP Nurul Izzah Anwar, but please check with the syndicates first - they import hundreds of these foreign beggars, and this must be stopped.

Ex-PJ: Not all beggars work for syndicates. Some are truly people in dire economic situations or are people who are mentally ill.

Federal Territories Minister Tengku Adnan Tengku Mansor should do some homework before introducing such a draconian law.

If the donors are fined, many homeless people are left even worse off. Maybe the minister should eat less and donate his food. It would be a win-win situation.

Tell the Truth: Let this minister understand that people do not wish to beg and the fact that they are in this predicament because ministers like this one fail to care for them by providing them with jobs.

Some are unemployed because of health situations. Where is the social welfare service? Also, making it difficult for NGOs to provide feeding programmes by confining them to designated areas defeats the purpose.

Feeding programmes should be found in places where the majority of them exist. You should support NGOs which are doing the job for the government. Don't expect the poor to take a bus to get their food in your designated areas, which I believe will be out of sight of tourists.

Ministers like Tengku Adnan should become a beggar for a day to experience the hardship the poor have to go through every day.

Don't Just Talk: Tengku Adnan's call to arrest beggars especially syndicated foreign beggars merits consideration, and please do not politicise the issue.

It is a common sight to see them at pasar malams jostling for space, some working in pairs, pushing an empty tin on a trolley, a hand holding on to a microphone singing songs and expecting alms.

The law should also cover foreigners visiting Malaysia on a social visa but plying their trade along roadsides or walking into coffeeshops and selling umbrellas, carpets, belts, washing powder, shampoo and so on. Just do it.

Turvy: The beggars and their environment are the underbelly of the nation created by the gross mismanagement of national wealth.

Had there been a fairer and more equitable distribution of the national wealth, there would be no beggars and politicians would not be overfed with their bellies spilling over their pants.

If Tengku Adnan wants to clean up the citym there are many places right in the heart of town that need immediate attention. The Klang River, our heritage, has become a filthy ditch running through an indifferent city.

People give to beggars because of their innate decency and charity. If politicians and Tengku Adnan could sit with the beggars for a few weeks and ask for forgiveness of the general population walking past, more would be gained than prosecuting those with a heart.

If nothing else, they may learn humility.

Survivor: Dear Tengku Adnan, we will try to understand that most of the beggars are professional beggars from overseas. We will take heed of that. But please be reminded that there are also beggars who are locals, marginalised Malaysians of various ethnicities.

These are people who are genuinely facing abject poverty due to many reasons, including but not limited to bad governance and bad policies by the government of the day. For beggars arising from the aforementioned reasons, one way or another, the government must take full responsibility.

Fining the givers and recipients is not going to remove the poverty problem. It is just transferring the problem from the federal territory to another location. The government must solve the poverty problem first.

If you have to remove the beggars from the city, identify the foreign professional beggars first then implement your so-called standard procedure accordingly. Do not upset the people, especially the poor and marginalised Malaysians.
