OOPS … ISN’T THAT DR MAHATHIR’S SIGNATURE ON THAT RM450 MILLION DIRECT NEGO, NO OPEN TENDER LETTER?

SO WHO LEAKED THE ‘SMOKING GUN’ LETTER THAT DR MAHATHIR KNEW / KNOWS / KNAWS ANYTHING ABOUT THAT CONTRACT?

Does anyone know the meaning of ‘knaw’? 

I just made it up.

 

Anyway, here is the FMT headline where Dr Mahathir says ‘Gua tak tau maa..’

And here is that letter with Dr Mahathir’s conteng-conteng and his signature at the bottom that has gone viral.   

 

1.  The first question is who leaked this letter? Siapa kasi bocor?  

 

Do note the following :   The letter is dated 1st November 2018 and is addressed directly to the PM. Four months later on 4th March 2019 the PM has ‘minuted’ his instructions  to the Minister of Finance, on the letter itself.

 

So the letter was leaked at least after 4th March 2019.  Was it leaked from the PMO, the MOF or in between?

 

2.  So was the tender awarded or not? To which company? 

The lady who wrote the letter does not state clearly if her company was awarded the tender. Here is the fuzzy part.

 

 

“secara tender terhad selektif”  ??  But what is the meaning of this paragraph? 

“oleh beberapa syarikat-syarikat kontraktor tempatan”.  So this means the tender has not been awarded yet. 

Or even if the tender was awarded, it does not say exactly which company was the successful bidder. Was it PDM Builders? Or was it someone else. 

Then Dr Mahathir has minuted :  “YB Menteri Kewangan, projek ini telah diberi kepada PDM Builders. Jika mereka dapat kurangkan kos, tender baru tidak perlu“.

Hmm . . . .folks to my knowledge such tenders are awarded by the Ministry of Finance. And the letter mentions this too ‘surat rujukan dan kelulusan Kementerian Kewangan Malaysia‘.

So why does Dr Mahathir tell the Minister of Finance “projek ini telah diberi kepada PDM Builders” ??  Telah diberi oleh siapa? 

It should be or could be worded as  ‘Saya merujuk kelulusan MoF memberi projek ini kepada PDM Builders’.

Or was there another company that was awarded this contract by the previous kleptocratic government ? And now this other company is stepping into the picture? So many questions.

HERE IS THE SOALAN CEPU MAS : IF THE TENDER HAS ALREADY BEEN AWARDED TO THIS COMPANY BY THE PREVIOUS GOVERNMENT THEN WHY IS DR MAHATHIR MINUTING THOSE COMMENTS TO THE MOF ? 


Ok so the sanad (or isnad) of this letter is unclear – which is typical of all isnads.

  

Let us now go to the content or mat’n (pronounced mutton).

3.  Why build an RM450 million ‘white elephant’ in Kelantan?

RM450 Million for a Federal building in Kelantan? 

That’s almost HALF A BILLION RINGGIT !!

 

What the _ _ _ _ is there in Kelantan that warrants burning RM450 million of taxpayers money to build a brand new Federal building? 

What happened to the old Federal building?

And such a huge building will need hundreds if not thousands of new Federal staff. 

Exactly how much economic activity is there in Kelantan to warrant not only such a huge Federal building but the requisite numbers of new staff to fill up this new building.  

Kelantan is the poorest state in the country.

How much revenue (hasil) does Kelantan generate? 

Kerbau bawa lumpur se-ekor, kambing bukan India dua ekor?  

What will all the new staff do? 

Or will the building be largely empty?

The oil revenue is earned by Petronas and I don’t think it is being shared with Kelantan. Even if it is shared you do not need a brand new RM450 million Federal building to deliver just one cheque to the State government.  TT saja masuk akaun entah siapa pun.

 

So why does Kelantan need a brand new RM450 million Federal building ?  

That would be a super huge building.

 

The pas-pis-pus has said that they will support Dr Mahathir for a full term as PM.

The UMNO boys said the same thing.  UMNO and pas pis pus have also teamed up.

So both pas pis pus and UMNO are now on the same side with Dr Mahathir. 

4. Is the DAP complicit with this type of wastage?

And is the DAP game with this type of obviously white elephant project now?

I say Gobind, RamKarpal do not forget who your father was. 

What would your father say to things like this?

Your other colleagues seem to be chugging along rather quickly.

 

So who leaked this ‘smoking gun’ letter?  

Smoking gun means ‘kantoi’.

Perhaps someone still has some guilty conscience?
