Custodial death: Hand over outstanding docs, authorities told

Bukit Gelugor MP Ramkarpal Singh and former Skudai assemblyperson Dr Boo Cheng Hau have urged the authorities to hand over the outstanding documents on a recent custodial death case.

Speaking to Malaysiakini, Ramkarpal (above) said the outstanding documents were crucial to determining the cause of the late Kim Shih Keat’s death on June 28.

“We urge authorities today to provide the outstanding documents - mainly, the post-mortem report and the chemist report - which are crucial in order to determine the cause of death, which is still unknown at this point of time,” the DAP lawmaker said when contacted.

Ramkarpal added that an inquest may be called depending on the post-mortem results.

The authorities have by the end of this week to provide the documents, he added.

“It has already been nearly a month. He passed away on June 28.

“It’s quite long and (for) death in lock-up cases, it has to be treated as a matter of urgency so we hope to get those reports by end of this week,” Ramkarpal stressed.

Family lodged police reports

On June 28, Kim was allegedly rushed to the hospital hours before his release from Kluang prison at the end of a seven-day sentence for driving under the influence.

He was supposed to be released on June 28, died at 9.33am on the same day at the Enche' Besar Halijah Khalsom Hospital in Kluang.

This was about two hours after he was found unconscious and taken to the hospital by the prison authorities.

Kim, 36, is survived by his wife and two daughters, aged four and six.

Online news portal Free Malaysia Today quoted some of his family members as alleging that Kim died in police custody.

The family has since lodged a police report.

According to the report, the family had attempted to contact the prison thrice between June 25 and 27 for the date of Kim's release, but they were told to call back the next day.

Boo had previously urged the police to invite both the Enforcement Agency Integrity Commission (EAIC) and Suhakam to conduct a joint investigation and inquest into the death. - Mkini
