More schools offer integrated special needs programme

PARLIAMENT | The Education Ministry has increased the number of schools offering the Integrated Special Needs Programme, said Deputy Education Minister Lim Hui Ying.

This, she said, is in line with a "zero reject policy" that protects the rights of special needs students to receive an education.

There are currently 2,632 schools offering the integrated programme, up from 2,343 schools in 2018.

The figure is on top of 28 primary and six secondary special needs schools nationwide with an enrolment of 2,710 students last year.

"The Zero Reject Policy refers to the placement of special needs students in government and government-assisted schools without denying their rights to an education.

"Based on the Education Act 1996, all children including those with special needs have the right to an education in line with their capabilities," said Lim during Question Time.

She was responding to Hasnizan Harun (Perikatan Nasional-Hulu Selangor) who inquired about steps taken to address the increasing number of special needs students in schools.

Lim also said the government had increased allocations for special needs education, from RM2.3 million in 2018 to RM34.07 million in 2019 and RM39.61 million in 2020.

Subsequent years recorded a slight decrease in the allocation to maintain facilities provided for special needs students - RM33.5 million in 2021 and RM28.2 million last year.

She added that other available support for special needs students includes an RM150 allowance for OKU card holders and extra time allocated during examinations. - Mkini
