Yesterday Madani said that he had allocated RM6.7 billiom for TVET education (TVET = Technical Vocational Education, Training).
1. Then he said he wants Proton and the national oil company to take up some of the TVET training (he even mentioned at places like Kimanis, Pekan, Batu Buruk, someplace in Sarawak).
2. He also wants the TVET grads trained by Proton and the oil company to earn RM3,000 per month.
Perhaps the Special Advisory Body should advise Madani about this. You know to avoid embarrassment.
RM6.7 billion has been allocated for TVET education. I take these figures in good faith. So according to the new suggestion will some of this RM6.7 billion taxpayers funds be given to Proton and the national oil company for them to fund their TVET programs? Or are Proton and the oil company expected to spend their own money to conduct the TVET? You know, a bit of social welfare work. What about other companies? If you give me RM1 billion taxpayers funds, I can assure you I can provide TVET prograsms as well. Kita perlu apanama.. . AGIH kekayaan negara.
In either case, will the RM6.7 billion allocation for TVET be reduced accordingly? If Proton and the oil company are going to spend billions on TVET, then the Budget allocation should be reduced accordingly. Takkan nak bayar dua kali - like for those LCS ships.
About TVET trained workers getting paid RM3,000 per month, I hope the Special Advisory Body can tell the Madani man simple things like what is the present salary of TVET workers, degree holders etc.
Both Proton and the oil company employ tens of thousands of workers. Surely among their tens of thousands of workers there must be at least a handful who are TVET trained. So what is their salary now? Are Proton and the oil company already paying TVET workers RM3,000 a month? I dont think so.
Market info says that an entry level, trained engineer, with a four year degree, is paid RM1,600 to RM3,000 in the private sector. (GLCs lain kira ok. They are not the real private sector). In Penang a local graduate, electrical engineer with five years experience gets paid about RM3,500 working for the electronics companies (MNCs).
Give or take, plus minus, these are the salary ranges - for graduate engineers with four year university degrees.
Your TVET trainee is possibly in that 77% of SPM holders who either got a Gred E or F (fail). Otherwise why go for TVET. A fellow who can do wiring, mix cement or string up a CCTV is going to get paid like a four year engineering graduate?
Malaysia is already at the losing end in South East Asia where the Vietnamese, Thais, Filipinos are getting more well trained and skilled but at much lower labor cost. The FDIs are moving towards Vietnam, Indonesia, Philippines etc.
So if you suddenly make wild horse (kuda liar) statements that our TVET trainees should be paid RM3,000 a month, all those HR planners in all those MNCs and FDI investors will think three times before coming to Malaysia.
The kuda liar statements are made for their sound byte effect - the feel good effect or to sound clever.
But people are listening. Every kuda liar statement has an effect on the people who are relevant - the decision makers.
Maybe the high fallutin Special Advisory Body can advise a little here. Earn your sip of fame for the day.
