There are approximately five million people in the country who are eligible to pay taxes but only 1.7 million are active taxpayers, says Inland Revenue Board chief executive officer Dr Mohd Shukor Mahfar.
They include those who chose not to pay taxes while the remaining were not taxable after claiming for various government relief.
"Many don't have to pay taxes after the government granted additional tax relief.
"Others were also not active maybe because their company is dormant or had incurred losses or raked in lower revenue," he told reporters after opening a camp on taxation for students at the Malaysian Tax Academy in Bangi today.
On the RM97 billion expected to be collected in taxes this year, Mohd Shukor said the IRB was right on track to meet the target judging from the strategic planning and awareness created among taxpayers to carry out their obligation.
He said each year, new taxpayers made up 10 percent of the total number of taxpayers in the country.
"They are newcomers. So, we impress upon them on the importance of paying taxes. We don't want them to be influenced by others who chose not to pay their dues.
"That's why IRB relates tax collection to development and has adopted the tagline "Excellent Revenue Collection For National Development"," he added.
