Cabinet, police in two minds over 'carolling permit'

The Home Ministry and the police appears to be at odds on whether a police permit is needed for Christmas carolling activities.

According to a report in The Star today, Deputy Home Minister Lee Chee Leong said no permit was required, but the same report quotes Johor police chief Mohd Mokhtar Mohd Shariff stating otherwise.

Mokhtar said that carolling organisers should provide details of their activities to the police, including names of the participants, places they wish to visit and time.

“Police will give the approval if all the procedures are followed,” he said.

The Johor police requirements appears to be the strictest reported thus far.

The same newspaper reported yesterday that carolling activity organisers in the South Klang police district must be subjected to an interview process.

IGP to clarify soon

South Klang district police chief Mohamad Mat Yusop stressed that the it was merely an administrative exercise and that it is not compulsory for organisers to provide a list of places they will visit.

“A permit is needed only if it is a moving procession, and even then that is just to inform us where you're going so we can look out for your safety if anything happens,” said Mohamad, explaining the administrative process.

In Petaling Jaya, deputy district police chief Meor Hamdan Meor Mohamad said organisers must list the places they wish to visit, and a number of permits have been issued thus far.

Earlier this morning, Home Minister Hishammuddin Hussein wrote on Twitter that national police headquarters Bukit Aman have confirmed that there was no need for a police permit for carolling activities.

He said he had asked Inspector-General of Police Ismail Omar to clarify the matter publicly.
