The allocation for pension and emoluments proposed by Pakatan Rakyat in its shadow budget has either been massaged to paint a false impression of lower deficit or is sheer incompetence, says Deputy Minister of Agriculture and Agro-based Industry Chua Tee Yong.

These are a special teaching allowance of RM500 a month for all teachers (RM2.4 billion in total); salary hike for government officers based on a minimum wage of RM1,100 (RM2 billion); and a 15 percent salary hike for the police force (RM754 million).
An increase of RM5.1 billion in emoluments is required for the opposition to implement these three policies, Chua said, and this excludes salary increments for staff in all other government agencies such as the armed forces, doctors, pharmacists and nurses.
However, based on the breakdown of operational allocation in the shadow budget, emoluments are expected to increase by only RM4 billion, from RM52 billion (2012) to RM56 billion (2013), he claimed.
"The shortfall is at least RM1.1billion and the sum will be higher if increments for other civil services, from ministries or agencies, are included. This shows gross incompetence," added the MP for Labis.

Alternatively, Chua said, Pakatan could fulfil the budget by retrenching approximately 100,000 civil servants assuming a salary of RM1,100 a month is paid for each staff.
"This is in consideration of the fact that in Selangor Times, they have highlighted through (think tank) Refsa that the civil service accounts for the highest operating expenditure and DAP publicity chief Tony Pua has previously suggested to reduce the civil service by 40 percent."
In addition, Chua said, the amount for pension remained the same for 2012 and 2013, based on the breakdown of operational allocation in Pakatan's budget.
"How is this possible considering that there will be new pensioners and also adjustment for pension due to increased salaries, for example for the policemen?"
Hence, he concluded, the Pakatan shadow budget was just a promise that could not be fulfilled.
"Even the pension and the emolument budget are understated to paint a false impression of lower deficit - or it is sheer gross incompetence?" Chua added.
