Inspector-General of Police Tan Sri Khalid Abu Bakar had made some suggestions to the organisers, who are planning to gather at the Kuala Lumpur Convention Centre, before marching to the historic city square, the report said.
Khalid said Dataran Merdeka would be closed to the public to facilitate upgrading works.
"We have started an engagement with the organisers and we hope they will give full cooperation to our suggestions.
"We are awaiting their feedback," Khalid was quoted as saying by the paper.
The May 1 rally, organised by non-governmental organisation Solidariti Anak Muda Malaysia, is expected to be joined by several Pakatan Rakyat leaders.
On Sunday, Federal Territories Minister Datuk Seri Tengku Adnan Mansor said Kuala Lumpur City Hall (DBKL) had not received any notice for a gathering and advised the public to stay away from the planned rally
Kuala Lumpur police are meeting PAS deputy president Mohamad Sabu and Batu MP Tian Chua in the afternoon over the rally.
