The concession for the construction and maintenance of a UiTM campus in Johor has been awarded to a company linked to a Penang Umno assemblyman, a PKR lawmaker said today.
Pandan MP Rafizi Ramli said Cosmic Dimension has been tasked with building a Universiti Teknologi Mara (UiTM) campus in Pasir Gudang at a cost of between RM280 million and RM315 million.
As part of the deal, UiTM also signed a concession agreement where the annual rental is between RM56 million and RM69 million.
Rafizi said Bertam state assemblyman Shariful Azhar Othman owns 20% equity in the company while the majority shareholder was Mohamed Rafik Mohd Idris.
"Both Shariful and Rafik have close ties as they had jointly formed Yayasan Abadi," Rafizi said at a press conference in the Parliament lobby today.
Shariful is the chairman of the board of Yayasan Abadi while Rafik is its managing director.

Rafizi said checks with the Companies Commission of Malaysia showed Cosmic Dimension last filed its financial statement in 2008.
It had assets of RM6 million and a turnover of RM150,000.
"Therefore, I have to question the method of privatisation being used for the UiTM campus by Barisan Nasional," Rafizi said.
"The background checks on the company, which has been chosen to build the campus, indicate it is not financially sound."
Rafizi asked whether the concession had been awarded to Cosmic Dimension simply because it was part-owned by an Umno member.
"The 23-year concession agreement will have a long-term impact on the tuition fees and other expenses, similar to the toll concessions and IPPs which has affected Putrajaya's financial strength." –TMI
