Concluding TPPA now is suicide, says PSM

'The agreement must not be signed without first conducting a Human Rights Impact Assessment study.'

KUALA LUMPUR: Parti Socialis Malaysia (PSM) declared today that Malaysian negotiators were in no position to conclude the Trans-Pacific Partnership Agreement (TPPA) talks until a Human Rights Impact Assessment (HRIA) study had been conducted.
“If Malaysia concludes negotiations without conducting a HRIA, then it is clearly a suicidal attempt for the rights of the people because, after conclusions, there is no turning back” said PSM Secretary-General A Sivarajan at a press conference where the human rights organisation Suaram was also represented .
International Trade and Industry (MITI) Minister Mustapa Mohamad is currently in the United States, attending the final round of negotiations for the treaty.
Sivarajan said PSM and several civic groups had been calling on the government to conduct a comprehensive study of the possible effects of joining the TPP since 2012. These calls had fallen on deaf ears, he added.
“In mid-2014, MITI initiated a Cost Benefit Analysis study (CBA) for only two specific areas, namely, a national interest analysis and the impacts on the Bumiputera policy and small and medium enterprises,” he said.
He noted that the findings for either of the studies were yet to be released.
“If negotiations are concluded, Mustapa will bring both the CBA and the TPPA to Parliament to be debated, but that will be misleading since we don’t have comprehensive information on the CBA,” he said.
Sivarajan said that even without a HRIA, one could speculate on the possible impacts of the TPPA on the right to food, right to healthcare and well-being, right to basic amenities, right to education, right to housing, right to environmental protection and the rights of workers as indigenous communities.
“These implications to human rights are only a fraction of possible human right violations resulting from the TPPA,” he said.
He noted that Thailand had completed a HRIA and had said no to the TPPA. He said this was an obvious sign that the TPPA would infringe on human rights.
