DBKL’s lucrative parking contract questioned

KUALA Lumpur City Hall (DBKL) has been urged to suspend the parking contract it has awarded to Yayasan Wilayah Persekutuan (YWP) on grounds that the local authority did not call for an open tender.
Kepong MP Lim Lip Eng, who brought this up to the press at Wisma YWP in Kampung Baru, stressed that the foundation was a private entity and had collected RM20mil in parking fees since 2015.
“This is a lucrative contract. If it was awarded on unreasonable grounds, then it must be reviewed,” he said.
He proposed that DBKL should put on hold the collection of parking fees for the time being..
Lim noted that following the contract, parking rates in some areas had increased by 150%.
“I believe City Hall has enough talent and manpower to handle its own parking operations. Why would they need to outsource?” he asked.
He also urged the foundation to make public the amount of allowance or remuneration received by its management and board of trustees, to increase transparency.
According to Syarikat Perumahan Wilayah Persekutuan general manager Mohd Fadzil Ab Hamid, who met Lim on behalf of the foundation’s chief executive officer Zaizalnizam Zainun who was on medical leave, the initial agreement stated that the foundation was to pay RM600,000 or 35% of its takings -- whichever was higher – to City Hall monthly.
A copy of the agreement was handed to Lim upon request.
On parking compounds, Mohd Fadzil said the said company had no authority to carry out enforcement and advised Lim to speak to Zaizalnizam directly regarding collection of fines. Mohd Fadzil promised to set up a meeting between Lim and Zaizalnizam by next week for a more detailed discussion.- Star
