Malaysia's key business guilds have banded together in a coalition to demand that the government facilitates an automatic and blanket bank loan moratorium.
They want this moratorium to last until Dec 31 - or when the country achieves herd immunity against Covid-19 - whichever comes later.
They are also demanding that the moratorium should cover all personal facilities, accrues zero interest, charges are waived and an opt-out system is adopted, similar to the first movement control order (MCO) period.
The coalition - known as the Moratorium Untuk Rakyat initiative (see below for the full list of signatories) - said the government's latest stimulus package (Pemerkasa Plus) was lacklustre in the people’s needs for loan moratorium.
They argued that "no one has been spared" from the Covid-19 pandemic and all should be eligible for the moratorium.
"This will, in turn, allow all Malaysians in need and in financial distress to navigate through a pandemic that has been coming in waves. We are yet to see the end of it," the coalition said.
Failure to implement a blanket loan moratorium, they warned, would cause irreversible damage.
Banks, they argued, were in a good position to grant the loan moratorium because firstly, they had been bailed out before, during the 2008 and 2009 financial crisis.
"We feel that the banking sector must take a moral stand and step up when the country is in crisis," Moratorium Untuk Rakyat said.
Secondly, the group said the top eight local banks collectively made a profit of RM93 billion over the last three years.
"This new moratorium (that we are proposing) will likely 'cost' only RM6.4 billion, which is only seven percent of their three-year annual profits, or 20 percent of their 2020 profits," the group argued.
Putrajaya's Pemerkasa Plus package provided very limited scope for bank loan moratoriums, where only those who lost their jobs, categorised as B40 or businesses that were forced to shut down during the "total lockdown" period.
Finance Minister Tengku Zafrul Abdul Aziz, a former top executive in the banking sector, has been unsympathetic to pleas for a blanket moratorium.
He argued that a moratorium would entail compensations and reduce the earnings of public funds. He also argued that forcing banks to do so would erode confidence in investors.
Currently, most Malaysians are forced to stay at home because of the two-week "total lockdown" period imposed since June 1.
There is no certainty that the "total lockdown" would be lifted on June 14. When this "total lockdown" was imposed, the number of active Covid-19 cases was 80,474. As of yesterday, the figure was 79,848.
As of two days ago, slightly under 12 percent of the adult population has received their first Covid-19 vaccine dose.
