Not standing up for Perlis state anthem punishable under new enactment

 


The Perlis state assembly sitting yesterday passed three new bills on the payments of fees, public parks, and the state anthem.

Menteri Besar Azlan Man said the three bills were the Perlis State Fee Enactment 2021 Bill, Perlis State Public Parks Enactment 2021 Bill, and Perlis State Anthem Enactment 2021 Bill.

Azlan (above) said the fee and public parks enactments could help bring revenue to the state government.

“Prior to this, we don’t have any law or enactment which allows the collection of fee payment.

“For example, we have government assets such as halls, stalls and sports facilities... and the law was formulated so that the collection can be done in an orderly manner in accordance with the requirements of the law and also the financial process.

“The same justification applies for Perlis public parks as there must be a law which can be used as a legal framework to enable the government to collect payments,” he said.

Azlan was speaking at a media conference after the state assembly sitting in Kangar yesterday.

On the Perlis State Anthem Enactment 2021 Bill, he said it was formulated to ensure that the people show respect and follow its rule of etiquette when the state anthem is sung.

“One must stand up when singing as we do for the national anthem Negaraku. Action can be taken if there is any violation of the law,” he said.

In the meantime, Azlan said, the state government would purchase new vehicles in stages to replace about 15 existing official vehicles which are more than five years old and have high maintenance costs.

“Due to financial constraints, we cannot buy them at once. So, we have to identify first which cars are in the worst condition and we will replace them first.

“Like in 2020, if I’m not mistaken, we replaced four (vehicles) first, so it was not that expensive.

“We bought four more in 2021 and will buy two or three more next year, depending on needs. We replace them all with Honda Accord,” he said.

The state assembly sitting, which was held from Tuesday, was adjourned yesterday to a date to be determined later.
