PKR deputy president Rafizi Ramli has provided more evidence implicating Minister in the Prime Minister’s Department (Special Functions) Abdul Latiff Ahmad in the littoral combat ship (LCS) scandal.
In a statement today, the former Pandan MP also defended his remark that the woman who controlled two offshore companies linked to the LCS project is indeed Latiff's wife.
This came after Latiff denied the allegation that Zainab Mohd Salleh, who is allegedly behind Alizes Marine and Alizes Marine Labuan, is his second wife.
A company, Mega P Asia Sdn Bhd, jointly established by Latiff and Zainab in August 2015 secured multi-million ringgit defence contracts, Rafizi said.
Mega P Asia was mentioned in a declassified forensic audit report which can be found on the Public Accounts Committee (PAC)’s website.
The company was mentioned as supplying labour from Chile for submarine projects involving millions of ringgit, he said.
“Mega P Asia was established by Latiff together with Thierry Barrier who each held one share during the establishment.
“This reinforces the claim that Latiff was allegedly involved in a fraudulent scheme using false invoices involving Alizes Marine Limited, as the invoices were linked to French national Thierry Barrier,” said Rafizi.
“Barrier was named in the forensic audit report as one of the individuals involved in falsifying invoices of Alizes Marine Limited by using several fake addresses in France.
“The link between Latiff and Zainab was further strengthened as a check on Mega P Asia's share ownership showed Latiff and Zainab were the firm's majority shareholders.”
Control of company
A check with the Companies Commission showed that Latiff held 105,002 shares while Zainab owned 245,000 shares in Mega P Asia as of 2017, he said.
He said this was also supported by the company's financial report for 2016 that the company was controlled by Zainab.
“This evidence is sufficient to confirm that Zainab is Latiff's wife and they were involved in Marine Alizes Limited which was named in the forensic report as a company that embezzled up to RM210 million from the LCS project.
“If Zainab is not his wife, why would Latiff give majority shares to her that enabled her to control Mega P Asia ?” asked Rafizi.
“Latiff stressed that Zainab is not his wife as stated in the news. I congratulate him for successfully twisting his statement to mislead the public.”
Rafizi believes Latiff was responding to a news portal which made a reference to Dialog Group Berhad's chief financial officer, who is also named Zainab Mohd Salleh.
“I laughed because Latiff may think I made a mistake as well. But the Zainab Mohd Salleh who owns Alizes Marine Limited is another individual.
“Zainab has a digital footprint that links to Latiff. She was among (the internet users) who congratulated him as he was sworn in as a minister in the Ismail Sabri Yaakob cabinet.
“The issues that must be answered by Latiff is the revelation I made on Zainab, who owns the fake companies that embezzled LCS funds.
“Moreover, the forensic audit report which was declassified by the cabinet clearly stated that Zainab is his wife,” said Rafizi.
Yesterday Rafizi accused Latiff and Zainab of being “big sharks” profiting from the LCS project via offshore companies appointed as project consultants despite being unqualified for the position.
Rafizi said Latiff, now with Bersatu, was at the time an Umno deputy defence minister, while Umno president Ahmad Zahid Hamidi led the ministry. - Mkini
