Minister: No plans to amend PAA notification period

 


PARLIAMENT | Putrajaya does not intend to amend Section 9 of the Peaceful Assembly Act 2012 (PAA) and reduce the mandatory police notification period for a public assembly, which currently stands at five days.

Home Minister Saiffuddin Nasution Ismail told the Dewan Rakyat that the government does not intend to do so because Section 9 was already amended in 2019, reducing the notification period to five days, down from 10 when the law was first legislated.

He also defended Section 14 of the same law, which gave the police three days to respond to the notice, saying the time is needed for the police to fulfil many requirements under the law.

This includes issuing a public notification, receiving objections, and preparing logistics.

He also said the period is necessary for the assembly organiser to file an appeal to the minister in case of grievances against conditions set by the police.

Saifuddin explained this process is necessary to ensure safety and public order, as well as protect the interest of others not involved in the assembly.

"Therefore, reducing the (notification period) to 24 hours... is not reasonable," he said.

Saifuddin was responding to Chow Yu Hui (Harapan-Raub) who asked if the government will amend Section 9 and reduce the notice period to 24 hours to improve the rights of the public to assemble.

None of the parties or coalitions in the current federal government promised to amend the PAA. - Mkini
