Golden handshake ends PWD crisis

The Public Works Department (PWD) administrative crisis was finally resolved yesterday after former director-general Datuk Seri Dr Judin Abdul Karim was elevated to the post of Construction Industry Development Board (CIDB) chief executive, along with a higher rank and pay grade.

Judin, who earlier faced the prospect of demotion when his deputy was appointed to replace him in PWD, moved from JUSA A (Public Sector Superscale A) to First Grade Staff II (P1T5), seeing his salary bumped up by nearly RM4,000.

He will hold the post until retirement on December 16, 2013.

According to Berita Harian, the post of CIDB CEO usually involves the JUSA A (Public Sector Superscale A) pay grade and not First Grade Staff II.

The daily also said that Judin’s new pay grade is higher than that of the secretaries-general for three ministries — Home Affairs; Domestic Trade, Co-operatives and Consumerism; and Youth and Sports.

With the move, Judin’s PWD deputy Datuk Mohd Noor Yaacob finally took his seat as director-general yesterday, effectively closing the chapter on the department’s leadership crisis that began in May.

Berita Harian also said that Judin, who reported for duty at 3.40pm yesterday, said he would withdraw his suit against the government filed three weeks ago.

“I will now focus on developing the construction sector so it will give high returns for the country,” he was quoted as saying.

PSD director-general Tan Sri Abu Bakar Abdullah said Judin’s secondment and promotion was approved by the Public Service Promotion Board and the Public Service Commission.

“A huge responsibility awaits him at CIDB and we are confident that his experience will allow him to perform well and effectively,” Abu Bakar was quoted as saying after witnessing Judin receiving his letter of appointment yesterday.

In June, The Malaysian Insider reported that PWD had fallen into an administrative crisis as it appeared to have two director-generals since May, leaving people wondering who is really in charge.

Although Mohd Noor was appointed to the position on May 1, Judin was yet to vacate his post as his secondment to the CIDB CEO post did not involve any promotion in pay grade. This apparent demotion without prior disciplinary action purportedly contravenes the Public Officers (Conduct and Discipline) Regulations 1993.

The controversy was also taken up by the opposition and PAS MP Datuk Mahfuz Omar raised the issue in the last parliament sitting.
