NRD officer charged with fraud, RCI hears


SABAH RCI An officer with the National Registration Department (NRD) headquarters in Putrajaya was among those arrested and charged with fraud, following the discovery of a citizenship-for-cash scheme in Lahad Datu, Sabah, last year.

A police witness today told the ongoing royal commission of inquiry (RCI) into illegal immigrants in Sabah that the NRD officer - named as  Kamaruddin Idris - was nabbed in a raid on a hotel on May 25 last year.

Lahad Datu commercial crimes investigation department (CCID) chief Abdul Satal Mad Buraisal also testified that a syndicate had asked Filipino immigrants to pay RM2,500-4,000 for Malaysian identity cards.

NONE"They were promised temporary identity card receipts but this did not materialise, so they lodged police reports," he said at the Kota Kinabalu court complex where the RCI is sitting.

Tawau CCID investigating officer Mohd Sany Husin, whose department had conducted the raid, testified that 10 Pakistanis who were "victims" of the syndicate were also nabbed during the raid but subsequently released without charge.

He said the items seized during the raid included authentic identity card application forms, some of which had been filled.

Police also seized a stamp pad and birth certificates.

Mohd Sany told the RCI that five other Malaysians nabbed at the hotel were also charged with fraud and attempted fraud, including one who had been involved in a similar case in Semporna.

One Filipino woman was charged under the Immigration Act for not being able to produce identification documents.

Meanwhile, Abdul Satal testified that one victim was a Malaysian who had lost his identity card in 1985 and has been unable to obtain a replacement through legitimate means.

"He was promised that a replacement will be processed in Putrajaya and he paid RM2800... but he did not receive the promised temporary slip," he said.
