Manivannan referred to a statement by Permata's division secretary Saidatu Akhma Hassan that of the most recent RM150 million allocation:
- RM20 million was returned to the government;
- RM77 million was channeled to Kemas, another government programme; and

Manivannan said the government should allocate funds directly to other organisations, rather than treat Permata as the “middleman”.

The programme received RM100 million in 2011 and RM111 million in 2012.
