Human rights group Suaram claimed that police had failed to investigate an alleged kidnapping case of a 22-year-old security guard who has been missing since March and feared murdered.
Suaram executive director D Sevan said that M Rajanthiran and another victim known as Mohan had been picked by their employer's henchmen from their home at Bandar Saujana Putra on March 29.
"His elder brother M Yasotharan had lodged a report at Kuala Langat police district headquarters on March 30.
"One of the henchmen known as Suresh Kumar had extorted Yasotharan to pay RM30,000 to have the victim released. He also asked Yasotharan to retract the report," Sevan said in the memorandum.
Earlier today, Suaram handed over the memorandum to Bukit Aman. It was received by a representative on behalf of the inspector-general of police.
Sevan explained that on April 2, Mohan who managed to escape from the kidnappers when he was in a car at Jalan Duta, revealed the ordeal faced by him and Rajanthiran on the day they were kidnapped.
"Mohan told that they were brought to an unknown location where they were beaten. He said that about 10 men had assaulted Rajanthiran without questioning him.
"The tools used to torture him included cables, cutter, and some wires. Rajanthiran collapsed and was not breathing.
Sevan said Mohan further revealed that Rajanthiran collapsed and "was not breathing", prompting the attackers to resuscitate but to no avail.
Mohan is said to have witnessed the employer, known as Jack, placing Rajanthiran in a sack filled with ice cubes.
Sevan said police had arrested Jack and he was remanded for three days before being released.
He added that the police informed Rajanthiran's family that Suresh, who is believed to have been involved in illegal dealings, could be abroad.
"However, Yasotharan saw Suresh in Selangor. He had notified the police but no further action was taken," Sevan said.
Meanwhile, Selangor CID chief Fadzil Ahmat said the investigation under Section 365 of the Penal Code for abducting with intent to secretly and wrongfully confine a person, is still ongoing.
He added that according to a report lodged by the victim's brother, the suspect who kidnapped the victim told that the victim owed him RM30,000 and demanded that the complainant settled the debt on behalf of the victim.
Fadzil said drug dealing was suspected to be the trigger behind the case but he could not elaborate further due to the ongoing investigation.
The cops are also tracking Suresh who is now on the police wanted list, he added. - Mkini
