PARLIAMENT | The debate on the Independent Police Conduct Commission (IPCC) has been postponed to the next Dewan Rakyat session.
The motion to postpone the debate was moved in line with the Standing Orders by deputy home minister Ismail Mohamed Said.
The IPCC bill replaces the Independent Police Complaints and Misconduct Commission (IPCMC) bill tabled by the Pakatan Harapan government last year.
A comparison showed that the IPCC bill has been significantly watered down from the previous IPCMC bill.
One key difference is that the IPCC will not be able to take any action against errant police officers. Instead, action must be referred to the Police Force Commission or other relevant authorities for further action.
The IPCC also loses the ability to review complaints of police officers who do not comply with rules or standard operating procedures, who do not justify their actions when justification should be provided and who commit criminal offences.
The new commission also allows the police to refuse to answer questions if it incriminates them.
Additionally, a clause preventing current or former police officers from being in the commission has been removed. This means police officers can be members of the IPCC. - Mkini
