Establish single authority to oversee TVET, Harapan tells govt

 


Pakatan Harapan has urged the government to establish a single point of authority to coordinate technical and vocational education and training (TVET) in the country, saying that money would continue to be wasted otherwise.

In a statement yesterday, Harapan's TVET Committee said the current TVET ecosystem in Malaysia is not sufficiently equipped to meet the needs of the graduates it is supposed to cater to.

"We have spoken out on multiple occasions regarding the fundamental problems afflicting our TVET institutions...

"(This includes the) lack of a centralised accreditation system for TVET programs, or the lack of quality control and assessment for teaching staff to name just a few...

"These are now issues highlighted again in the Auditor-General’s Report 2019 (Series 2)," said the committee, which consists of five Harapan leaders.

According to them, the report showed that lack of coordination resulted in a lower intake of TVET students, from 139,699 in 2016 to only 99,589 in 2020.

The number of TVET graduates produced by the country between 2016 and 2020 was 474,672, which the committee said fell "vastly short" of 900,000 new jobs targeted for 2020.

"Within the 11th Malaysian plan, RM29.689 billion was allocated to TVET providers namely the Education Ministry, Higher Education Ministry, Human Resources Ministry, Rural Development Ministry, Youth and Sports Ministry, Agriculture and Food Industries Ministry, and Works Ministry.

"Yet as we can now clearly see, this vast investment has largely gone to waste.

"Money will continue to be wasted if we keep failing to do one thing right - that is to establish a single point of authority overseeing TVET institutions," it said.

The committee also called for the government to ensure that the planned TVET Council under its 12th Malaysia Plan is equipped with "considerable teeth, power, and accountability - vis-a-vis a fully-fledged bill to ensure efficient delivery". - Mkini
