Waste contractors allege flaws in firm's tender process

 


A group of contractors submitted a memorandum to the MACC today, urging it to investigate a waste management company over its procurement process.

The group, comprising waste management contractors from Kuala Lumpur, Putrajaya, and Pahang, claimed there were serious doubts over the company’s integrity and transparency.

The group’s spokesperson, Zamri Mohamad, claimed the latest tender procedure lacked transparency in the evaluation process, leading to dissatisfaction among former contractors who claimed they had been sidelined.

“This memorandum is for us to request the cancellation of the new contractor procurement process, as we have detected some irregularities from the company’s side.

“We’ve been working with the company for a long time, some for almost 10 years. But the way the company is replacing contractors feels unclear.

“We hope what we have submitted today will be reviewed and considered appropriately by the MACC,” Zamri said in front of the commission’s headquarters in Putrajaya.

He added that the group will lodge an official report with MACC in the near future.

Allegations of political influence

According to the memorandum shared with Malaysiakini, the contractors alleged that there was no official notification of the procurement decision, and that the announcement had been delayed despite all tenders submitted over a year ago.

They also alleged that the evaluation criteria were deliberately altered to benefit certain parties.

“There are indications of possible outside interference, including political influence in determining the winner of the tender… (and) that the tender is designed to give an advantage to certain parties.

“The company received high tender deposits from buyers, but did not provide us with any transparent progress or process information.

“The tender winner’s bid price was unreasonable compared to the scope of work, raising doubts about the integrity of the decision,” the group stated in its memorandum.

Additionally, it was also alleged that financial documents submitted by certain tender participants had been tampered with.

In this regard, the contractors urged MACC to conduct a thorough investigation into their claims, assessing in detail whether there was any form of malpractice that could affect the transparency and validity of the tender results.
