'Minister jumped gun on harmony bills'


The Malay Consultative Council (MCC) has accused Minister in the Prime Minister's Department Nancy Shukri of jumping the gun on three harmony bills that are intended to replace the Sedition Act.

MCC secretary-general Hasan Mad said this in reference to the bills that are being drafted by the National Unity Consultative Council’s (NUCC) working committee on law and policy in cooperation with the Bar Council and Association for the Promotion of Human Rights (Proham).

"We found that they did not follow procedure," he told a press conference in Kuala Lumpur today.

Hasan (right) claimed the bills were never presented to the main body of NUCC and were immediately taken to Nancy.

"Nancy then tried to bring this to the cabinet and this surprised the prime minister because they were supposed to first be tabled to the NUCC and the Attorney-General's Chambers.

"But Nancy took it straight to the cabinet and informed the prime minister. None of the ministers in the cabinet were aware of this.

"How can she just follow the instructions of these three parties (that drafted the law)," he said.

MCC has been highly critical of the the draft laws whichcriminalises bigotry and propaganda on racial superiority, claiming that they threaten bumiputera special privileges and the rulers, as enshrined in the Federal Constitution.

The draft laws are the National Unity Bill, National Harmony Bill and National Unity and Integration Commission Bill.
