PETALING JAYA - The formation of the Voluntary Patrol Unit (PPS) can be seen as a rebellious move to take over the power of the police, said Malay Consultative Council secretary-general Datuk Dr Hasan Mad.
He said the Penang state government has no power to set up or enact its own body that has policing power like the PPS.
The move to establish such a body, he added, would be ultra vires or beyond the power of the state assembly as the authority to maintain security, peace and order was vested under the jurisdiction of the Federal Government.
“The formation of such a security group must be based on the Constitution or any Act that is approved by the Parliament,” he said at a news conference at a forum organised by the Federation of National Writers Associations of Malaysia here yesterday.
On Friday, Home Minister Datuk Seri Dr Ahmad Zahid Hamidi had announced that all 9,002 PPS members will be vetted by the police.
Penang Chief Minister Lim Guan Eng reiterated that the PPS was set up by the state government and it was prepared to face any consequences. -ANN
