Perform critical works only, JKR tells construction industry

The construction industry should halt all construction and maintenance works which are not critical, said the Public Works Department (JKR) in a FAQ released today.
This is in light of the movement control order that came into effect from today until March 31 in a bid to curb the spread of the Covid-19 pandemic.
The department said crucial works are those that would endanger workers, the public, or the environment if left unattended.
Its list, of 11 examples of critical works, includes related slope remediation, repairing potholes, traffic control management, maintenance and repair of lifts, escalators, and other critical mechanical and electrical components, emergency works required by contract, among others.
“The exemptions need to be endorsed by the officer-in-charge or project director for government projects; or resident engineer or principal submitting person for private projects.
“After being endorsed, the application of exemption may be forwarded to those empowered to grant exemptions based on their jurisdiction, namely the JKR director-general, the Sabah public works director, the Sarawak public works director, the Malaysia Highway Authority director-general, the Irrigation and Drainage director-general, or local and state governments,” the FAQ stated.
It added that contractors may not file claims from the government on any losses incurred as a result of the movement control order.
This is because the Covid-19 pandemic is beyond the government’s control.
