Here are the latest SOPs for all states

 


The National Security Council (NSC) has released the latest standard operating procedures (SOPs) for the movement control order (MCO) in Selangor, Kuala Lumpur, Penang, and Johor.

It has also announced the latest SOPs for the conditional MCO in Sabah, Putrajaya, Labuan, Sarawak, Kelantan, Terengganu, Pahang, Kedah, Perak, Negeri Sembilan, and Malacca.

Further released are the recovery MCO rules for Perlis.

Below is an overview of the SOPs which will be in effect from Feb 19 to Mar 4. Please refer to the full document for details.

MCO in Klang Valley, Penang, Johor

Interstate and interdistrict travel without police permission is not allowed. In-person meetings involving participants from another agency or firm are not allowed.

The “two people per vehicle” rule has been lifted. The number of people allowed in a personal vehicle is now based on vehicle capacity. Trips are restricted to buying essentials and medicine.

Dining inside restaurants is allowed. Diners are no longer restricted to the “two people per table” rule as long as they maintain at least one-metre physical distance from each other.

Businesses and shops are allowed to operate until 10pm with the exception of markets, which must close by 2pm.

Mass prayers and religious services are allowed. Akad nikah and marriage registrations are allowed.

Examination year students (SPM, STPM, SVM, STAM, SKM, DVM, etc) are allowed to travel interdistrict or interstate to attend school in person. Each student is allowed to travel with one guardian but permission from the Education Ministry must be obtained.

CMCO in Sabah

Only Sabahans, spouses of Sabahans, and long-term immigration pass holders who work in essential services are allowed to enter Sabah. They must take a Covid-19 test (RT-PCR or RTK Antigen) three days before departure and must test negative plus show no symptoms to be allowed into the state.

Interdistrict travel is not allowed unless for emergencies like deaths or natural disasters.

No restrictions on the number of people allowed in a vehicle as long as it is per vehicle capacity.

No restrictions on MPs and local assemblypersons from interdistrict and interstate travel for official visits.

Examination year students are allowed to travel interdistrict or interstate to attend school in person. Each student is allowed to travel with one guardian but permission from the Education Ministry must be obtained.

Dining inside restaurants is allowed provided there is one-metre physical distancing between patrons and the number of people per table is halved. Meaning two people on a table for four, three people on a table for six, etc. Members of the same household can dine on the same table without this restriction.

Non-contact recreational and sporting activities are allowed in groups of no more than 10 people.

In-person work meetings are allowed in groups of no more than 20 people and for no more than two hours.

No restrictions on the number of people allowed in a vehicle as long as it is per vehicle capacity.

Airports and seaports are allowed to operate.

No restrictions on dining inside restaurants as long as one-metre physical distancing between patrons is maintained. Most businesses and shops are allowed to operate until midnight.

Recreational sports are allowed but only in the same district as one’s housing area. Team sports and tournaments are allowed but without any audience.

Cinemas, pubs, nightclubs, and live entertainment with audiences are not allowed.

RMCO in Perlis

Interdistrict and interstate travel is not allowed. Police permission is needed for travel to areas under MCO, conditional MCO, and enhanced MCO.

No restrictions on the number of people allowed in a vehicle as long as it is per vehicle capacity.

Airports and seaports are allowed to operate.

No restrictions on dining inside restaurants. No restrictions on operating times for businesses and shops as long as they follow rules set by local authorities. No restrictions on individual and team sports but no audiences are allowed at tournaments.

Domestic tourism to zoos, theme parks, art galleries, and recreational parks is allowed subject to SOPs like physical distancing and mask-wearing.
