Onus on internet platforms to ensure safe online environment, says govt

All social media and internet messaging services with at least eight million registered users in Malaysia will have to apply for a class licence for application service providers.

KUALA LUMPUR
Social media and internet messaging service providers will be obligated to ensure a safe online environment once the new licensing requirements come into force on Jan 1 next year, says the communications ministry.

In a written reply at the Dewan Negara, the ministry said under the licensing requirements enforced by the Communications and Multimedia Act (CMA) 1998, service providers will have to comply with regulations aimed at addressing harmful content to protect children, combating cyberbullying and harassment, and preventing the spread of false information.

Among others, online service providers must adhere to the anti-cyberbullying and content moderation policies, implementation of identity verification systems, regular transparency reporting, and accountability under existing legislation,
 it said.

The ministry was responding to Senator Koh Nai Kwong’s question about the enforcement of licensing requirements on all social media platforms in Malaysia.

The ministry said the move would not hinder freedom of speech and was in line with best practices being developed and implemented by other countries.

It also said the move was to ensure accountability among platform providers in safeguarding users, enhancing online safety and addressing content that violates national laws such as child grooming, cyberbullying, scams and online gambling.

The Malaysian Communications and Multimedia Commission previously said all social media and internet messaging services with at least eight million registered users in Malaysia must apply for a class licence for application service providers under the CMA.

This regulation will take effect on Jan 1, 2025, following the introduction of the new regulatory framework for social media and internet messaging services on Aug 1. - FMT
