X has lowest compliance rate with Malaysian laws

Communications minister Fahmi Fadzil said social media platform X has the lowest compliance rate with Malaysian laws at 25%.

At a press conference here, Fahmi said the biggest issues on X are content related to 3Rs (race, royalty, and religion), cyberbullying, pornography and child grooming.

Fahmi, who is also the government spokesman, said X’s low compliance rate was followed by Telegram (65%), TikTok (76%), WhatsApp (79%), Facebook (85%) and Instagram (88%).

He said 3R content, child pornography, scams, online gambling, movie piracy, and the spread of confidential and sensitive information are prevalent on Telegram, while 3R content, cyberbullying, and fake accounts are especially concerning on TikTok.

He explained that his ministry had also identified online gambling, scams, targeted advertisements, and harmful AI-generated content as the biggest issues on Facebook.

The three things that affect Malaysians the most on social media platforms are scams, cyberbullying and sexual crime – especially against children,
 he said.

We have sent several letters to the platforms to address these issues,
 he said.

He also said he will be going to Singapore on Sunday to meet with representatives of the social media platforms.

They have agreed to meet and discuss these issues,
 he said.

The Malaysian Communications and Multimedia Commission (MCMC) has also issued a letter to all the platforms to get their response on our concerns.

An aide to the minister later clarified that among the laws Fahmi was referring to were the Communications and Multimedia Act, Personal Data Protection Act, and Anti-Money Laundering, Anti-Terrorism Financing and Proceeds of Unlawful Activities Act.

Fahmi also said today’s Cabinet meeting agreed that the police, Attorney-General’s Chambers, and MCMC would strengthen and coordinate all aspects of investigation and prosecution in cases of cybercrimes.

Yesterday, Fahmi told messaging providers such as WhatsApp and Telegram to crack down on criminal activities on their platforms.

He said there had been complaints of sexual grooming, pornography distribution and online scams on the two platforms. - FMT
