New KL mayor needs to be hands-on, say residents

A residents’ group and two civic organisations have urged Kuala Lumpur’s newly-appointed mayor Maimunah Sharif to be more hands-on by engaging with residents directly when addressing issues in the capital.

Save Kuala Lumpur chairman M Ali said residents want a mayor who is willing to 

come down to the ground
 and listen to their concerns.

We appeal to her to interact with the people of Kuala Lumpur, not only those who are connected at the political, commercial or corporate levels, but the common people as well,
 he told FMT.

Maimunah was appointed mayor last week, succeeding Kamarulzaman Mat Salleh, whose term ended on Aug 14.

Ali said he has high expectations for Maimunah, who has 39 years of experience in urban planning and regeneration, to bring 

new dynamism
 to the Kuala Lumpur City Hall (DBKL).

Not satisfied with previous DBKL leadership

KK Tai, president of the Taman P Ramlee Residents’ Association, praised the government for making the 

bold move
 of appointing Maimunah, who has vowed to put people, inclusivity and sustainability first.

Kuala Lumpur has not benefited from strong mayoral leadership in the past, so this serves as an opportunity for the new mayor to not only live up to her impressive credentials but also to set a new standard for effective governance in our city,
 said Tai.

Tai said he was not satisfied with the performance of the previous leadership. He alleged that they failed to adequately deal and engage with the association’s appeals to observe the gazetted KL Local Plan 2020.

Earlier this month, the group began a legal challenge to a proposed housing project in Setapak, alleging that DBKL had abruptly greenlighted a condominium complex comprising two 48-storey blocks with 816 apartments.

DBKL was operating in the modus operandi of being pro-developer and treated resident engagement as a mere checkbox exercise,
 he said.

Halt redevelopment projects

Tan Booi Charn, chairman of the Kuala Lumpur Residents Action for Sustainable Development Association, said DBKL must establish a committee to monitor the implementation of the 2040 Kuala Lumpur Structure Plan gazetted in October 2023.

The new mayor should seriously take into account all public input and provide an explanation if it is not adopted,
 she said.

The 2040 plan is meant to guide the city’s development over the next 20 years.

Tan said DBKL should delay redevelopment projects at all 139 locations identified under the plan until residents are fully informed of their rights as homeowners.

Developers are using unethical tactics to pressure residents to give consent,
 she said, stressing that any redevelopment projects are required by law to receive 100% approval from the homeowners.

Tan also reiterated her call for DBKL to address issues of overdevelopment in the city, especially in residential areas such as Kampung Bohol, whose community has been opposing the degazetting of its flood retention pond for a proposed housing development.

She said the structure plan states that there should be priority for maintaining ponds and lakes, as well as the surrounding green areas, by turning flood retention ponds into open recreational areas.

Ali added that the new mayor should prioritise improving the connectivity of Kuala Lumpur’s public transport system by deploying a fleet of smaller buses capable of travelling between neighbourhoods.

These buses can run during non-peak hours but in high frequency, servicing all the train stations and resolving the issue of first- and last-mile connectivity,
