Where are the rules for bike e-hailing, asks ex-SPAD man

PETALING JAYA: Wan Agyl Wan Hassan, a former group operation head of policy and planning at the Land Public Transport Commission (SPAD), has questioned the lack of draft regulations for motorcycle e-hailing services now being offered by two companies in a six-month trial.
Wan Agyl said the relevant regulations should have been in place, to serve as a guideline, before the two companies began a proof-of- concept period.
“Proof of concept is not just to simply run the service without a draft regulation or at least a guideline. The public must be informed about this or else how can the public share their views and concerns?
“Without this draft, the proof-of-concept will run like a trial and error experiment. Are we willing to risk human life for an experiment?” he said.
Wan Agyl Wan Hassan was formerly with SPAD.
He told FMT that the transport ministry lacked an expert who could draft a regulation specific to the industry, adding that the ministry had not made any mention of a draft regulation for the industry.
“Based on industry feedback, it seems the regulation will be coming from the service providers in the sense of a proposal, which is completely wrong.”
Dego Ride, Malaysia’s first motorcycle e-hailing service, was relaunched on Jan 1, which Youth and Sports Minister Syed Saddiq Syed Abdul Rahman said could create 5,000 job opportunities for youths in the B40 group.
Grab was also reported to have begun offering a motorcycle e-hailing service for customers around KLCC, Chow Kit and Bukit Bintang in Kuala Lumpur.
Last year, Transport Minister Loke Siew Fook said Putrajaya did not intend to legalise motorcycle ride-hailing services due to safety concerns. However, the Cabinet agreed in August to introduce motorcycle ride-hailing services in Malaysia.
Wan Agyl, who is also Umno Youth’s strategic director, raised questions over the lack of activity on the ground from Gojek, saying it was “convenient” for the Indonesian company to observe how Dego Ride performs during the proof of concept period.
He added that it was surprising how “quiet” they were about their own programme, as they had even met Prime Minister Dr Mahathir Mohamad to make a presention about their service.
“Are they playing safe by sitting on the side and playing wait-and-see, leaving Dego Ride and Grab to deal with this experiment?”
He said if the trial was a success, Gojek would be able to start entering the market, and if it is not, it is still a good thing for Gojek to not waste any resources for this POC exercise,” he said. - FMT
