Audit report: Renewable energy programme needs attention

 


The Auditor-General’s Report (LKAN) 2020 Series 1 found that the renewable energy development programme had some weaknesses that need attention.

Among them was the notification system for renewable energy (RE) producers.

“The notification system for reminding the RE producers if the milestone/actual date exceeds the original completion date was not activated.

“In addition, the usage of the milestone function that displayed project progress was not optimally used,” read the report.

Improvements also need to be made to the Feed in Tariff (FiT) programme and to address a significant shortage of wood chips.

“The FiT programme performance for the period of 2017 to 2020 was lower between 65.7 percent to 69.8 percent compared to the minimum performance target.

“Other weakness is a significant shortage of feedstock supply of wood chips, causing RE producers to experience an inadequate supply around 29.9 percent to 98.8 percent from the actual requirements.”

The report recommended that the Ministry of Energy and Natural Resources (KeTSA) cooperate with ministries and departments at the federal, state, and local levels to support the development of the RE industry.

It also recommended that KeTSA, the Energy Commission, and the Sustainable Energy Development Authority (Seda) Malaysia enhance their monitoring activities to ensure that RE programmes are implemented as planned.

“In addition, a post-mortem review should be carried out on RE producers that performed poorly in accordance with the established policies/procedures so that the goals of the national RE policy are not affected,” it said.

Meanwhile, the report called the management of the RE development programme good in terms of achieving the installed capacity of RE as set in the Green Technology Master Plan (GTMP) 2017-2030.

The contribution of RE in the national energy generation mix was also considered good based on energy generation against targets set in the National Renewable Energy Policy and Action Plan.
